About this opportunity
This Request for Applications from the Environmental Protection Agency solicits competitive grant proposals from Indian Tribes and intertribal consortia for Nonpoint Source pollution management projects under Section 319 of the Clean Water Act. Eligible applicants may apply for up to $125,000 in federal funding to support on-the-ground best management practice implementation projects that address nonpoint source water pollution. Applications will be evaluated based on project location and benefits, pollution problems addressed, goals and environmental outcomes, work plans, budget reasonableness, and applicant past performance. The deadline for submissions is January 19, 2024.
The anticipated total federal funding amount available is $3.5 million, which is expected to support approximately 28 competitive grants. An additional five awards totaling a reserved portion of funds will be made available to eligible applicants that have not received a competitive grant in the past five years. Funded projects must implement the applicant's EPA-approved Nonpoint Source management program and are expected to improve water quality within the applicant's jurisdiction as outlined in their proposal.
Synopsis
This Request for Applications (RFA) is issued pursuant to Clean Water Act (CWA) §319(h), which authorizes the EPA to award grants to eligible Tribes and intertribal consortia to implement approved Nonpoint Source (NPS) management programs developed pursuant to CWA §319(b)(1) "for controlling pollution added from nonpoint sources to the navigable waters" and "improving the quality of such waters." NPS management programs must identify "best management practices and measures which will be undertaken to reduce pollutant loadings resulting from each category, subcategory, or particular nonpoint source" identified in the Tribe's NPS assessment report developed pursuant to CWA §319(a).
