About this program

The Department of Transportation Pipeline and Hazardous Material Safety Administration (PHMSA) awards grants under Assistance Listing 20.707 to state entities to conduct hazardous materials shipper inspections, with the most recent grant award dated October 1, 2025, and the FY 2026 opportunity due June 22, 2026.

The program funds state-based inspection operations at hazmat shipper locations, including personnel costs, travel, equipment, supplies, and training for hazmat inspectors. Recipients must collect and report inspection data through the Federal Motor Carrier Safety Administration's CAPRI system and maintain auditable accounting systems documenting all grant expenditures. Allowable costs cover the full lifecycle of shipper oversight across all hazmat transport modes except pipelines.

Grant activity has been steady since the program's inception in FY 2022. Seven awards totaling $1 million in combined federal obligations have been disbursed over the past three years, with award frequency accelerating—one award in 2022, one in 2023, three in 2024, and two in 2025. PHMSA is the sole funding agency for all awards.

Awards are predominantly Project Grants (86 percent of awards) with a single Cooperative Agreement (14 percent). Recent awards range from $22,194 to $347,470. The State of Ohio received two grants totaling $179,239 across 2023 and 2024; Montana Department of Transportation Motor Carrier Services Division received a $127,500 cooperative agreement in September 2024. Two awards dated October 1, 2025 totaled $497,470.

The FY 2026 NOFO (solicitation 693JK326NF0001) posted May 18, 2026 with an application deadline of June 22, 2026. Eligible applicants are state governments. Annual solicitations have been posted consistently each spring since FY 2023, signaling ongoing program continuation. The application window typically remains open approximately four to five months.
