The program makes $2.5 million available to support state agencies in conducting hazardous materials shipper inspections to improve transportation safety, reduce fatalities, and prevent injuries.
Eligible applicants are state government agencies with authority to conduct hazardous materials shipper inspections in compliance with Hazardous Materials Regulations. PHMSA will award no more than one grant per state. No cost-sharing or matching requirements apply.
Recent award values have ranged from approximately $22,000 to $290,000, with performance periods of 12 to 24 months from the award effective date. The program will make awards no later than September 30, 2026.
Allowable expenses include hazardous materials shipper inspection costs (inspector wages and travel), inspection equipment and supplies (personal protective equipment and personal electronic devices), and inspector training and certification development. Ineligible costs include overtime, backfill for personnel receiving training, stipends, entertainment, alcohol, excessive office supplies, costs claimed under other programs, and pre-award costs without written approval.
