About this program

The Department of Transportation Pipeline and Hazardous Material Safety Administration (PHMSA) is awarding competitive grants under Assistance Listing 20.706 to fund emergency-response training for state, county, and local governments in high-consequence pipeline areas, with the most recent grant awards dated October 1, 2025.

PERG funds training programs that equip emergency responders with knowledge to safely handle pipeline incidents involving gas or hazardous liquids. Recent awards demonstrate concrete training deliverables: Seattle Fire Department received $250,000 for pipeline emergency response training; recipients in multiple states secured funding ranging from $6,000 to $250,000 to improve first-responder capabilities in incident response, leak detection, and maintenance best practices. The program emphasizes measurable outcomes including documented numbers of personnel trained, course types, training costs, trainee information, and detailed accounting of grant expenditures.

The program is highly active. PHMSA has disbursed 65 awards totaling $11.8 million since September 2022, with accelerating award volume: 6 awards in 2022, 20 in 2023, 15 in 2024, and 24 through October 2025. PHMSA is the sole funder. Awards are predominantly Project Grants (97 percent of awards) with a small share of Formula Grants (3 percent). Recent individual award values cluster between approximately $25,000 and $250,000, with occasional outliers on the lower end.

The FY 2026 Pipeline Emergency Response Grant opportunity (Solicitation 693JK326NF0002) remains open with a due date of June 24, 2026. The current solicitation reduced the maximum award to $200,000 per application and is open to state, county, and city/township governments. PHMSA evaluates applications on merit, including project narrative clarity, cost reasonableness, coherence with program objectives, and programmatic factors such as history of performance and alignment with administration priorities.

How to apply

Criteria for selecting proposals

When identifying projects, applicants should consider how the project will increase safety. PHMSA will evaluate applications through administrative, technical, and programmatic reviews based on the evaluation criteria.

Award procedure

PHMSA will review applications based upon merit, including the clarity of the project narrative and reasonableness of cost as described in the budget narrative. PHMSA reserves the right to make adjustments that are beneficial to the goals of the PERG program. A review panel of federal agency representatives and potential emergency response representatives will evaluate the grant applications. Each grant application will be evaluated in accordance with the criteria listed in the NOFO. Special emphasis will be placed on reviewing whether or not the application has a coherent project narrative that follows the outline of this funding announcement, and whether or not the costs described in the budget narrative appear to be necessary, reasonable, allowable and allocable.

Time to approval or disapproval

Administrative Review: PHMSA will conduct an administrative review to ensure the application meets the eligibility criteria outlined in Section C on Eligibility Information. Each application will be reviewed for completeness to ensure it includes all required elements to qualify for the grant. If the application does not meet the required elements, then the application is likely to be rejected. Technical Review: PHMSA will conduct a technical review of the application(s) to assess how the proposed work is to be performed and whether the application(s) are responsive to the applicable program requirements (i.e., performance measurement, methodology, and technical merit). PHMSA may use outside stakeholders as part of the technical review panel. Outside stakeholder members may be comprised of pipeline safety groups with expertise in pipeline safety. Programmatic Review: PHMSA will conduct a programmatic review to assess programmatic factors. Programmatic factors are relevant and essential to the process of selecting applications that best achieve the program objectives, in accordance with applicable statutes, regulations, policies, and guidelines.
