About this opportunity
The Department of Transportation Pipeline and Hazardous Materials Safety Administration is soliciting competitive grant applications for Pipeline Emergency Response Grant (PERG) funding for state, county, and local governments to train emergency responders in high-consequence pipeline areas, with an application deadline of June 24, 2026.
Eligible applicants are state, county, and city/township governments capable of providing direct or web-based training to individuals with statutory responsibility to respond to pipeline incidents in high consequence areas. There is no cost-sharing requirement. PHMSA will award up to $2,973,681 total, with individual awards not exceeding $200,000 per recipient. The period of performance is up to 24 months, with awards anticipated by September 30, 2026.
Allowable activities include pipeline emergency response planning, training, and exercises; Pipeline Emergency Responder Initiative (PERI) program development; leak recognition and evacuation training; curriculum development; and training equipment and supplies specific to pipeline emergency response. At least 75 percent of funding must support program activities, with no more than 25 percent for maintenance and administration. Ineligible costs include lobbying, regulatory compliance activities, general office supplies, computer software, entertainment, and equipment not specific to pipeline emergency response.
PHMSA will conduct administrative, technical, and programmatic reviews emphasizing project narrative clarity, cost reasonableness, technical merit, and measurable impact on pipeline safety. Evaluation criteria include organizational capacity, statement of need, proposed training and timeline, projected quantifiable outputs, course descriptions, and monitoring and evaluation plans. Recipients must submit mid-term and final progress reports documenting the number of emergency responders trained, training locations, courses delivered, and pipeline incident response drills completed.
The Assistance Listing number is 20.706. The Grant Agreement Officer is Dwayne Cross (202-366-4429; dwayne.cross@dot.gov).
