About this program
The Department of Transportation Pipeline and Hazardous Material Safety Administration (PHMSA) funds planning and training initiatives through the Hazardous Materials Emergency Preparedness (HMEP) program, CFDA 20.705, with the next tribal grant opportunity due June 24, 2026.
PHMSA's HMEP program supports state, local, territorial, and tribal emergency response capacity for hazardous materials transportation accidents and incidents. Funded activities fall into two categories: developing, improving, and implementing emergency response plans under the Emergency Planning and Community Right-to-Know Act (EPCRA), including hazardous materials flow mapping and assessment of regional response team needs; and training public sector employees to respond to hazardous materials accidents and incidents. The program's core objective is protecting nearby persons, property, and the environment from transportation-related hazmat incidents.
The program operates as Project Grants. Eligible applicants include states, territories, and federally recognized tribes. Tribal applicants face distinct selection criteria emphasizing potential benefit, priority need, number of public sector employees trained, long-term tribal benefit, and past performance. PHMSA evaluates applications on merit, with emphasis on coherent project narratives and reasonable, necessary, and allocable costs. Application review takes 60 to 180 days.
PHMSA's FY 2026 Tribal HMEP Planning and Training Grant (Solicitation 693JK326NF0007) is open to federally recognized tribal governments, with an application due date of June 24, 2026. This opportunity funds the same planning and training activities that constitute the broader program scope.
The source does not provide recent grant award data, assistance-type portfolio metrics, funding concentration figures, or typical award magnitudes. Applicants should contact PHMSA headquarters to confirm current application deadlines, as the program description notes that deadlines vary and should be confirmed directly with the agency.
