About this opportunity

The Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) seeks applications from federally recognized tribes for planning and training grants to advance safe hazardous materials transportation, with an application deadline of June 24, 2026. A mandatory 20 percent nonfederal cost share applies to all awards.

PHMSA anticipates $1,000,000 in available funding for eligible tribal entities, including intertribal consortiums. The period of performance is 12 months from award effective date, with applicants able to request up to 24 months if needed. Allowable grant projects include commodity flow studies, tabletop exercises, emergency response plans, HAZMAT response training and drills, training equipment, HAZMAT training conferences, hazard mitigation plans, salaries for HMEP program administrators, supplies for training and planning activities, contract support costs, and personnel overtime and stipends when following specific PHMSA guidance. At least 75 percent of total award funds must directly benefit first responders through training or planning activities, with no more than 25 percent allocated to management and administration. Overtime and backfill reimbursement is capped at 30 percent of the total grant award. Ineligible costs include expenses claimed under other programs, entertainment or alcohol, excessive office supplies, training fees not aligned with HAZMAT competencies, non-HAZMAT-related expenses, and pre-award costs without prior approval.

PHMSA will evaluate applications on technical merit (needs assessment, goal clarity, activity alignment, cost reasonableness, monitoring and evaluation plans), programmatic criteria (fee collection practices, auditable accounting systems, course details aligned with NFPA 472 or OSHA 29 CFR 1910.120(q), cost allocation split, and Tribal Emergency Response Commission review), and past grant management performance. Selection criteria for tribal applicants include Potential Benefit, Priority Need, Number of Public Sector Employees Trained, Long Term Benefit to Tribe, and Past Performance.

All applicants must maintain active System for Award Management (SAM.gov) registration and submit applications electronically through Grants.gov. Nonfederal entities expending $1,000,000 or more in federal funds annually are subject to single or program-specific audits under 2 CFR 200. Recipients must submit progress reports and Federal Financial Reports (SF-425) with final reports due 120 days after the performance period ends. The CFDA number is 20.705.
