Supplemental Public-Sector Training Grants
The Pipeline and Hazardous Materials Safety Administration (PHMSA), through this competitive grant opportunity, is requesting applications from national nonprofit fire service organizations for Supplemental Public-Sector Training (SPST) grant funds. The foundation of the SPST Grants Program is a ¿train-the-trainer¿ model. The intent of the grant is to train hazmat instructors who will then train public-sector hazmat responders. Properly planned and maintained training programs are essential to ensuring that emergency responders who receive training under the grant will have the ability to protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous material in accordance with existing regulations or National Fire Protection standards for competence of responders to accidents and incidents involving hazardous materials.

FY 2024 HMEP Planning and Training Grant for Tribes
The FY 2024 HMEP Planning and Training Grant for Tribes from the Department of Transportation Pipeline and Hazardous Material Safety Administration will support the development of emergency response plans by federally recognized tribal governments under the Emergency Planning and Community Right-To-Know Act. Applicants must complete an application form outlining needs, goals, planned activities and timelines. Successful applicants will execute projects that advance transportation safety and equity priorities. Eligible applicants are federally recognized tribes and tribal organizations seeking funding to develop emergency response plans, conduct commodity flow studies, perform exercises, and provide HAZMAT training. The total expected funding amount for this grant is $1 million and projects must be completed within 24 months of award. Funding will be administered under Assistance Listing 20.703 and aims to improve hazardous material incident preparedness and response capabilities for tribes. Reimbursement of up to 30% of the award is allowed for overtime, backfill, and stipends according to the provided guidance.
