About this program
The Department of Labor Employment and Training Administration funds workforce development services for American Samoa, Guam, the Northern Mariana Islands, Palau, and the US Virgin Islands through CFDA 17.290, with the most recent grant awards issued April 1, 2025. The program distributes formula grants to outlying areas under statutory formulas, enabling recipients to operate interchangeable Adult, Dislocated Worker, and Youth programs delivered primarily through American Job Center One-Stop career centers. Services include job search assistance, training opportunities, comprehensive youth programs, and support for individuals seeking to enter or re-enter the workforce or advance in employment; recipients must also support youth attainment of secondary or postsecondary credentials.
Grant awards have been issued consistently over the past three years at five awards per year, with combined federal dollars obligated totaling $38.3 million. All 15 awards in the portfolio are Formula Grants. Individual awards in recent cycles range from approximately $397 thousand to $4.8 million, with representative examples including a $4.8 million award (April 2024), a $2.2 million award (April 2025), and a $1.7 million award (April 2025). Recipients have three years from award date to obligate funds; the Department has decoupled previously consolidated awards into separate grants effective Program Year 2023 to improve data quality and USASpending.gov reporting.
The program requires submission of a four-year Comprehensive Plan and compliance monitoring by Regional Federal Project Officers, with audits focusing on WIOA compliance, eligibility verification, performance reporting, and financial accountability. Grantees report against employment rate, earnings, and skill gain performance metrics. Nonfederal entities must maintain records per 2 CFR Part 200.333 and applicable DOL regulations.
The most recent opportunity (ETA-TEGL-10-25-OA) for Program Year 2026 was posted April 29, 2026, with a due date of May 29, 2026. The standard submission deadline is 30 days from the Training and Employment Guidance Letter issue date, with funds released in two portions during each program year (July base allocation and October advance allocation for PY 2026).

- Uses of assistance
The purpose of the WIOA Adult, Dislocated Worker, and Youth Outlying Areas Consolidated Grants is to serve individuals and help employers meet their workforce needs. This program enables workers to obtain jobs by providing them with career services like job search assistance, training opportunities, and services to enter or re-enter the workforce. This program also can deliver comprehensive youth services that focus on assisting out-of-school youth and in-school youth, with one or more barriers to employment, prepare for employment and postsecondary education opportunities; attain educational and/or skills training credentials; and secure employment with career/promotional opportunities. Activities to be performed: WIOA specifies that most WIOA services provided for the Adult, Dislocated Worker, and Youth programs, are delivered through the American Job Center network, also known as one-stop career centers. - Use restrictions
Restricted to outlying areas of American Samoa, Guam, the Commonwealth of Northern Marianas Islands, Republic of Palau, and the United States Virgin Islands.
- Length and time phasing of assistance
WIOA formula funds are annually allotted to outlying areas under statutory formulas. Outlying areas have three years to obligate the funds. Funds are distributed in two portions during a program year. Method of awarding/releasing assistance: letter. For all outlying areas receiving WIOA Title I formula grants, ETA has determined that it is necessary to de-couple programs that were previously awarded under a single grant prior to PY 2023 and execute them as separate awards as part of an ongoing effort to improve data quality and fulfill reporting requirements to USASpending.gov. Outlying Areas applying through a consolidated grant agreement, will continue to have three years to obligate the funds.
