About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for WIOA Consolidated Activities Program Allotments for Outlying Areas for Program Year 2026, which funds employment and training services designed to modernize workforce development systems in eligible U.S. territories. Applicants must demonstrate capacity to deliver career services, job search assistance, training opportunities, and support for workforce entry through American Job Center networks, with flexibility to use funds interchangeably among Adult, Dislocated Worker, and Youth program components. Evaluation will assess applicants' ability to reform and modernize workforce development systems using unemployment rates, excess unemployment, and disadvantaged population data in allocation formulas, as well as compliance with WIOA statutory requirements and 20 CFR 661.220(e) standards. The deadline for submitting SF-424 applications through Grants.gov is May 29, 2026 (30 days from the TEGL issue date of April 28, 2026), and all submission questions must be directed to Sabrina Guerrier, Grants Management Specialist, at WIOA-WP-WIG-ETAGrants@dol.gov.
PY 2026 total appropriations include $948.13 million for WIOA Youth Activities, $875.65 million for WIOA Adult Activities, and $1.396 billion for WIOA Dislocated Worker Activities, with individual award values ranging from approximately $397,000 to $4.8 million based on statutory formulas. Base funds become available July 1, 2026, with advance funds (FY 2027) available October 1, 2026, and grantees have a three-year obligation period to expend funds distributed in two portions during each program year. Performance of services will take place in American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, and the United States Virgin Islands, with ongoing quarterly ETA-9130 financial reporting requirements and monitoring by Regional Federal Project Officers.
