About this program
The Department of Labor Employment and Training Administration funds technical assistance, training, and coordination activities supporting dislocated worker services under WIOA Title I through CFDA 17.281, with the most recent grant award issued September 30, 2025.
The program distributes $379.3 million in federal obligated funds across 159 awards since 2007, with a steady cadence of approximately five to seven awards annually over the past five years. Recent activity confirms ongoing disbursements: five awards posted in 2025, including cooperative agreements ranging from $200 thousand to $11.7 million and project grants up to $2.8 million. The program funds predominantly Project Grants (70 percent, 112 awards) with a substantial share of Cooperative Agreements (26 percent, 41 awards) and smaller allocations to Formula and Block Grants.
Concrete funded activities include development and maintenance of state wage interchange systems (SWIS) enabling interstate wage data exchange for WIOA performance reporting; federal employment data exchange systems (FEDES) providing federal and military wage records to workforce grantees; occupational licensing databases and policy tracking supporting state policymakers; and operating technical assistance collaboratives delivering short- and long-term support to state and local workforce entities. Recent awards to the NC Department of Commerce for O*NET data work ($11.7 million, cooperative agreement through December 2027), Center for Economic and Social Research for state wage interchange systems ($3.5 million, through December 2026), and the Next Level Now Technical Assistance Collaborative for workforce system improvement ($2.8 million, through September 2029) exemplify the scope. Recipients include state agencies, nonprofit organizations, and educational institutions; grants exceeding $100 thousand to non-governmental recipients are awarded competitively, and the Department reserves not more than 5 percent of available funds for such activities.
A current opportunity, FOA-ETA-25-35 (Next Level Now Technical Assistance Collaborative), solicits cooperative agreement applications due February 25, 2025, to provide strategic technical assistance to WIOA Title I and Wagner-Peyser Act grantees and one-stop delivery system partners; eligibility is limited to specified applicant types. The Department of Labor is the sole funding agency for all awards under this program.
