About this opportunity

The Department of Labor's Employment and Training Administration is seeking to award one or more cooperative agreements for the Next Level Now Technical Assistance Collaborative. This funding opportunity aims to modernize the public workforce system by improving employment and training services provided through WIOA Title I and Wagner-Peyser, as well as increasing system efficacy through compliance support. Key technical assistance topics include workforce system innovations, WIOA governance, fiscal management, sector partnerships, employer engagement, and performance management with an equity focus. Applications must be submitted electronically through grants.gov by February 25, 2025 at 11:59 PM Eastern Time.

The initial funding for this opportunity is $1.5 million for the first year, with anticipated annual increments of $1 million for three subsequent years, totaling approximately $4.5 million over a 48-month performance period. Eligible applicants include non-profit organizations, educational institutions, labor organizations, state governments, and for-profit technical assistance providers. The funding will be provided through both WIOA Dislocated Worker Technical Assistance and Wagner-Peyser Employment Service Technical Assistance programs, requiring close coordination with the Department of Labor's Next Level Now Steering Committee to deliver nationwide technical assistance.

*NOTE: The U.S. Department of Labor is reviewing all Funding Opportunity Announcements for consistency with the Executive Orders titled, "Ending Radical and Wasteful Government DEI Programs and Preferencing," issued on January 20, 2025, and "Ending Illegal Discrimination and Restoring Merit-Based Opportunity," issued on January 21, 2025. The Department will take necessary action with the Funding Opportunity Announcement and issue additional guidance including adjusting the close date if appropriate.

This funding will support a cooperative agreement between the U.S. Department of Labor and the selected awardee(s), who will operate a Technical Assistance Collaborative to provide strategic, short- and long-term technical assistance (TA) to help public workforce system entities at the state and local levels improve service quality and outcomes for job seekers and employers who use the public workforce system. For the purposes of this announcement, the public workforce system is considered as primarily Workforce Innovation and Opportunity Act (WIOA) Title I and Wagner-Peyser Act Employment Service grantees and required partners of the one stop delivery system.
