About this program
The Department of Justice Office of Justice Programs is actively funding tribal youth prevention, intervention, and justice system development through the Tribal Youth Program (CFDA 16.731), with the most recent grant awards made October 1, 2025.
The program funds concrete activities across tribal youth justice systems: prevention and early intervention programs addressing delinquency and substance use; mentorship and life-skills curricula grounded in tribal culture; after-school and summer programming; case management and wraparound services for at-risk youth; diversion and restorative justice approaches as alternatives to detention; strategic planning for tribal youth justice infrastructure; and training and technical assistance for tribal program implementers. Representative recent awards include the Choctaw Nation's Project Afanali (life skills and citizenship education for elementary through high school students, $546 thousand), the Kiowa Tribe's comprehensive youth empowerment and prevention initiative addressing trauma and substance use ($546 thousand), and the Little Traverse Bay Bands of Odawa Indians' wraparound education support services for K-12 tribal students ($546 thousand). The program also funds tribal strategic planning grants to assess youth service gaps and design comprehensive justice system frameworks; recent examples include grants to the Confederated Tribes of Coos, Lower Umpqua & Siuslaw Indians ($100 thousand) and the Tanana Chiefs Conference ($100 thousand).
Awards are predominantly Project Grants (77 percent of 680 total awards) with smaller shares of Cooperative Agreements (18 percent) and Formula and Block Grants (combined 5 percent). The Department of Justice Office of Justice Programs dominates funding, accounting for 472 awards totaling $157.4 million in federal obligated dollars. The Bureau of Justice Assistance and Office of Juvenile Justice and Delinquency Prevention combined contribute 206 awards and $91.3 million. Combined federal dollars obligated reach $249.2 million across the portfolio since 1999; recent awards typically range from $65 thousand (planning grants) to $546 thousand (implementation grants), with award periods of 24 to 60 months. Program activity has accelerated in recent years, averaging 27 awards annually from 2021 to 2025.
Federally recognized tribes and tribal consortia are the primary eligible applicants. The FY 2026 Coordinated Tribal Assistance Solicitation (CTAS), posted July 24, 2026, due October 15, 2026, consolidates multiple DOJ tribal programs into one application and includes the Tribal Youth Program as Purpose Area 9, allowing tribes to propose prevention, intervention, treatment, and justice system development activities. The FY 2025 CTAS (due March 18, 2025) and FY 2024 CTAS (due March 8, 2024) remain recent funding vehicles. A separate FY 2024 OJJDP Supporting Tribal Youth Training and Technical Assistance solicitation for nonprofit and higher education organizations closed July 1, 2024, funding national and regional capacity-building support.
