About this program

The Department of Justice Office of Justice Programs Bureau of Justice Assistance (16.076) funds prosecuting agencies to hire or assign qualified prosecutors as cross-designated Special Attorneys or Special Assistant United States Attorneys (SAUSAs) to investigate and prosecute fraud and other crimes committed by criminal aliens, along with drug and human trafficking crimes, with the most recent award made on September 1, 2026.

The program operates under authority of the Bridging Immigration-related Deficits Experienced Nationwide (BIDEN) Reimbursement Fund, established by Public Law 119-21. Funded prosecutors remain employees of their home state, local, tribal, or territorial agencies while working under the direction of the National Fraud Enforcement Division, Criminal Division, or U.S. Attorneys' Offices. Grant funds also support criminal investigators, analysts, forensic accountants, and other investigative support staff engaged in the same prosecutorial mission. The program strengthens intergovernmental coordination and expands prosecutorial capacity to address fraud by criminal aliens and transnational crimes including narcotics trafficking and human trafficking.

The portfolio is dominated by Cooperative Agreements (97 percent of 31 awards, 30 awards) with a single Project Grant. All 31 awards totaling $57.1 million federal dollars obligated came from the Bureau of Justice Assistance. Recent awards reflect the three-year cooperative agreement structure, with award periods running through mid-2029. Individual award magnitudes range from approximately $436 thousand to $11.6 million. Representative awards include $2.886 million to support prosecutors serving the National Fraud Enforcement Division and Criminal Division (Cooperative Agreement 15PBJA26GK00142SPEC, June 1, 2026); $3.915 million to similar cross-designated prosecutorial positions (Cooperative Agreement 15PBJA26GK00135SPEC, June 1, 2026); and $10 million to the District of Columbia Police Department for a Real-Time Crime Intelligence and Response Network integrating analytics and surveillance architecture to disrupt gang-related and organized criminal activity (Project Grant 15PBJA26GG00003LEEQ, May 1, 2026).
