About this program
The Department of the Interior Fish and Wildlife Service administers the Coastal Wetlands Planning, Protection, and Restoration program (CFDA 15.614), which funds coastal state agencies to acquire, restore, enhance, and manage coastal wetland ecosystems through competitive matching grants with a most recent award dated January 1, 2026.
The program funds land acquisition and permanent protection of coastal wetlands through fee-simple purchase, conservation easements, and bargain sales, as well as wetland restoration and enhancement projects including invasive species removal, tidal flow restoration, riparian habitat recovery, shoreline stabilization, and floodplain reconnection. Recent awards span the Atlantic, Gulf, Pacific, and Great Lakes coasts and U.S. territories, supporting habitat for migratory birds, salmon species, and other fish and wildlife. Projects typically involve state natural resource and wildlife agencies partnering with nonprofits, tribes, and local governments. The program is funded through the Sport Fish Restoration and Boating Trust Fund, supported by excise taxes on fishing equipment and motorboat fuel.
The portfolio is dominated by Project Grants (530 of 538 awards, 99%), with negligible shares of Block Grants, Formula Grants, and Cooperative Agreements. The Fish and Wildlife Service headquarters and its regional offices together account for 96 percent of awards: the national program office awarded 296 grants for $132.4 million; Region 1 awarded 83 grants for $64.7 million; Region 8 awarded 50 grants for $40.4 million; Region 4 awarded 47 grants for $38 million; and Region 5 awarded 38 grants for $25.8 million. Combined federal dollars obligated across all awards total $320.5 million, with total obligated (federal plus nonfederal match) at $710.3 million, reflecting the program's 50-percent match requirement (25 percent for states with qualifying land conservation programs; reduced rates for select U.S. territories). Recent awards range from $282 thousand to $6.58 million, with typical awards in the $1.4 million range. Individual projects may receive up to $1 million in federal funding.
Recent grant activity shows a variable cadence: 25 awards in 2022, 22 in 2023, 12 in 2024, 27 in 2025, and 1 award so far in 2026. Representative recent awards include the San Francisco Bay Coastal Wetlands Revegetation Project Phase III ($1.45 million, January 2026) continuing invasive Spartina removal and native marsh restoration; the Lower Eel River Wetlands Acquisition Project ($1.65 million, September 2025) acquiring 237 acres for listed species habitat; and the Trinity Bay Conservation Easement ($2.04 million, June 2025) protecting 1,700 acres of coastal wetlands in Texas. A mega-award to the Long Bay Project in North Carolina ($5.1 million, January 2023) protected 5,610 acres of coastal wetlands while preserving military training capacity.
The FY 2027 opportunity (F27AS00007, due July 9, 2026) solicits projects from designated state and territory agencies for acquisition, restoration, enhancement, or management of coastal wetlands. The FY 2026 opportunity (F26AS00005, due July 18, 2025) and FY 2025 opportunity (F25AS00004, due June 21, 2024) remain posted. Applicants are limited to state agencies designated by their governor. The program requires long-term protection of at least 20 years and ineligible projects include wetland creation and upper-watershed acquisitions where coastal benefits are not direct and significant. Approximately 150 days is the typical award decision timeline.
Objective and description
- Objective
To provide competitive matching grants to coastal States for coastal wetlands conservation projects. The Coastal Wetlands Planning, Protection, and Restoration Act (Section 305, Title III, Public Law 101-646 U.S.C. 3954) established the National Coas
- Description
The National Coastal Wetlands Conservation Grant Program (15.614) supports the long term conservation, restoration, and enhancement of coastal wetland ecosystems across coastal and Great Lakes states, U.S. territories, and insular areas. Authorized by the Coastal Wetlands Planning, Protection and Restoration Act and funded through the Sport Fish Restoration and Boating Trust Fund, the program helps maintain healthy coastal environments that benefit fish, wildlife, coastal communities, and outdoor recreation. The program's purpose is to assist States in carrying out priority coastal wetland conservation and restoration projects. States identify the areas and actions most important for maintaining or improving their coastal resources and use grant funds to acquire key coastal lands or to restore, enhance, or manage wetland habitats. These wetlands contribute to shoreline stability, water quality, ecological function, and recreational opportunities. The program provides match grants to coastal states, Great Lakes states, and eligible U.S. Territories. Louisiana is not eligible because it receives separate funding under the Coastal Wetlands Planning, Protection and Restoration Act. State and territorial natural resource agencies may work with tribes, local governments, nonprofit organizations, and private landowners to develop and implement projects. The program is unique in its national competitive structure and long record of supporting State led conservation priorities. Since 1992, it has provided substantial annual funding, typically between $18 million and $23 million, to protect and restore important coastal habitats. Individual projects may receive up to $1 million in federal funding and require a nonfederal match of 50 percent, or 25 percent for States with qualifying land conservation programs. For American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands, the match requirements are reduced. Through these investments, States advance their coastal conservation priorities, support fish and wildlife, strengthen community and ecological resilience, and enhance recreational opportunities for the public.
