About this program

The Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control funds radon testing and mitigation in public housing, and coordinates healthy homes and weatherization interventions in lower-income households through demonstration grants, CFDA 14.901, with the most recent award dated May 15, 2025.

The program has disbursed $86.4 million across 162 Project Grants since 2004, with recent activity averaging four to ten awards annually over the past five years. Awards have been made consistently through 2025, indicating sustained program activity. The portfolio is entirely Project Grants, all funded by HUD's Office of Healthy Homes and Lead Hazard Control.

Two distinct funding streams operate under this Assistance Listing. The Radon Testing and Mitigation Demonstration funds public housing agencies to conduct radon testing at or above the EPA action level of 4 pCI/L and perform mitigation in affected units. Recent awards in this track include $539,542 to conduct radon interventions in public and assisted multifamily housing (May 2025), $599,988 to a Connecticut PHA (March 2025), and $600,000 to an Ohio PHA (April 2024). The Healthy Homes and Weatherization Cooperation Demonstration (HHWCD) supports up to five communities coordinating HUD's Healthy Homes Production program with the Department of Energy's Weatherization Assistance Program. Two recent HHWCD awards each at $1 million were made in April 2025 to Louisiana and Missouri recipients to demonstrate cost-effective service delivery models combining lead-based paint hazard mitigation, mold and moisture control, pest management, radon abatement, and energy conservation measures.

Recent grant opportunities closed in late 2024 and mid-2023. The HUD FY2024 HHWCD opportunity (FR-6800-N-62) opened June 25, 2024, with a due date of August 13, 2024, targeting Tribal Governments, state and local governments, and 501(c)(3) nonprofits. The FY2023 and FY2024 Radon Testing and Mitigation Demonstration (FR-6700-N-80) posted July 7, 2023, with an original due date extended through July 15, 2024, to solicit additional applications after initial eligible submissions were fully funded.

Eligible applicants include not-for-profit institutions, for-profit firms, local governments, Federally-recognized Native Indian Tribes, and colleges and universities. Awards carry a 36-month performance period with eligibility for a single extension of up to 12 months. Recipients must complete tiered environmental review under 24 CFR 58 using HUD's Environmental Review Online System, submit a Request for Release of Funds, and obtain environmental certification before proceeding.
