About this opportunity

The Department of Housing and Urban Development is soliciting applications for Comprehensive Housing Counseling and Housing Counseling Training grants to fund HUD-approved housing counseling agencies delivering pre-purchase and post-purchase homeownership counseling, rental housing guidance, financial literacy instruction, and foreclosure prevention services, with application due May 26, 2026.

Eligible applicants for Comprehensive Housing Counseling awards must be HUD-approved housing counseling agencies, state housing finance agencies with statutory authority to provide counseling statewide, intermediaries, or multi-state organizations as defined in 24 CFR 214. Eligible applicants for Housing Counseling Training awards must be nonprofit organizations (other than institutions of higher education) with at least two years of experience providing housing counseling training nationwide to counselors employed by participating housing counseling agencies. Applicants and subgrantees are prohibited from receiving FY 2025 Housing Counseling Program funding from multiple sources—for example, simultaneously as a direct grantee and subgrantee, or as a subgrantee from two different intermediaries or state agencies. Subgrantees must maintain the same network affiliation across all awards under this NOFO, though HUD may grant case-by-case approval for different affiliations. Individuals, foreign entities, and sole proprietorship organizations are not eligible.

All applications are scored on a 100-point scale and evaluated competitively against applicants in the same funding category. Applicants must meet a minimum fundable score and pass a technical sufficiency review confirming eligibility and proper submission of required forms. Merit review evaluates responses to rating factors. Funding is calculated using the methodology outlined in the NOFO and distributed quarterly during the period of performance. HUD will provide debriefing to requesting applicants for 120 days following award announcement.

The program is authorized under CFDA 14.169, Housing Counseling Assistance Program.

Forecast synopsis

The purpose of HUD's Housing Counseling Grant Program is to provide funds to HUD-approved housing counseling agencies that provide counseling and advice to tenants and homeowners, with respect to property maintenance, financial management and literacy, and other matters as may be appropriate to assist program clients in improving their housing conditions, meeting their financial needs, and fulfilling the responsibilities of tenancy or homeownership. This NOFO plays an integral role in helping individuals and families obtain housing and stay in their homes through sustainable homeownership or affordable rental housing. Housing counseling agencies are an important safeguard in the prevention of housing scams and discrimination and serve as an important gateway to local, state, federal and private housing assistance and resources.
