About this program

The Department of Agriculture Rural Housing Service (CFDA 10.446) funds financial and technical assistance programs delivered by intermediary organizations to build capacity in nonprofit community-based housing and community development organizations and low-income rural communities in rural areas of the States, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Marshall Islands, the Republic of Palau, and the Federated States of Micronesia, with the most recent grant awards issued on September 18, 2024.

Activity has been sparse: four Project Grants totaling $1 million in federal obligations were awarded in 2024. The program structure channels funding through qualified private, nonprofit, and public (including tribal) intermediaries that serve as grantees and provide matching funds equal to the federal award. The intermediaries then offer financial and technical assistance to recipient organizations and communities focused on housing projects, community facilities, and community and economic development. Grant funds must be utilized within three years of the grant agreement execution.

All recent awards funded technical assistance and training delivery in Puerto Rico, with each of the four awards obligating $250 thousand. Eligible intermediary applicants include 501(c)(3) nonprofits, for-profit organizations, small businesses, state and local governments, tribal organizations, higher education institutions, public housing authorities, and special district governments. Recipients of the intermediary's assistance must be located in communities with populations of 50,000 or less.

A 2025 solicitation (USDA-RD-HCFP-RCDI-2025) posted on July 8, 2025 with an August 7, 2025 due date is currently open. Grant amounts range from $50 thousand to $500 thousand per intermediary, and matching funds in an amount at least equal to the RCDI grant are required. Applications are competitively scored using criteria including median household income, rural population, and published evaluation criteria. Earlier rounds of solicitation have been posted annually since at least 2015, and the program has operated continuously for many years, though recent award volume remains low.
