About this opportunity
The Rural Community Development Initiative (RCDI), administered by the Department of Agriculture Rural Housing Service, seeks to support intermediary organizations in developing capacity for rural community development projects. Eligible applicants include private, nonprofit, and public organizations with at least three years of experience working with nonprofit organizations or low-income rural communities in housing, community facilities, or economic development. The program requires selected intermediaries to provide financial and technical assistance to recipients, who will then support their local communities through targeted development initiatives. Applications will be competitively scored based on factors such as median household income, rural population, and specific evaluation criteria outlined in the Notice of Funding Availability (NOFA). The grant opportunity is open from July 8, 2025, to August 7, 2025, with proposals expected to utilize grant funds within three years of the grant agreement's execution.
The grant offers awards ranging from $50,000 to $500,000, with a requirement that intermediary organizations provide matching funds equal to the grant amount. Assistance is authorized for eligible applicants in rural areas across the United States, including states, Puerto Rico, the Virgin Islands, Guam, American Samoa, and several Pacific territories. The program targets developing the capacity of community-based housing and development organizations in low-income rural communities, with a focus on improving housing, community facilities, and economic development projects. Proposals will be evaluated and awarded competitively until appropriated funds are exhausted, with the final award made by the Administrator of Housing and Community Facilities Programs.
Synopsis
Qualified private, nonprofit and public (including tribal) intermediary organizations proposing to carry out financial and technical assistance programs will be eligible to receive the funding. The RCDI structure requires the intermediary (grantee) to provide a program of financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. The recipients will, in turn, provide programs that will support their communities (beneficiaries). The Intermediary will be required to provide matching funds in an amount at least equal to the RCDI grant. The respective minimum and maximum grant amount per Intermediary are $50,000 and $500,000.
