About this program

The Department of Agriculture Rural Housing Service Washington Office Rural Business Cooperative Services (Rural Business Cooperative Services) funds planning and working capital grants for agricultural producers, producer groups, farmer and rancher cooperatives, and majority-controlled producer-based businesses to develop value-added agricultural products and expand their processing and marketing capabilities under CFDA 10.352, with a most recent grant award on March 3, 2026.

The program funds two distinct activities: planning grants supporting feasibility studies and business plan development to assess the economic viability of value-added ventures, and working capital grants covering day-to-day operating expenses for processing and marketing value-added products. Ineligible uses include agricultural production, construction, purchase of real property, and purchase or lease of fixed equipment and vehicles. All funding is discretionary and awarded through national competition. Recent awards demonstrate working capital as the dominant activity type, with awards ranging from $6,448 to $250,000, though the portfolio includes smaller planning grants and awards tied to disaster relief and persistent poverty targeting.

The program operates as 100 percent Project Grants, all administered by a single federal agency. Since 2010, the program has distributed 1,728 awards totaling $219.2 million in federal obligations. Award cadence has remained steady at 78–87 awards annually over the past five years, with the sole 2026 award to date reflecting the current application pause. Applications are evaluated on six criteria: nature of the proposed venture, qualifications of key personnel, commitments and support, work plan and budget, priority points, and administrator's discretionary points. Award decisions are rendered 100 to 150 days after the application deadline.

The FY 2026 solicitation (RDBCP-VAPG-2026), posted February 17, 2026, was due April 22, 2026, but the application window is currently on hold pending publication of a forthcoming Notice of Funding Opportunity. Previously submitted and in-progress applications will be preserved and remain editable once the window reopens. The prior FY 2025 solicitation closed April 17, 2025. Applicants must access the Grant Application Portal using USDA eAuthentication Level 2 credentials and are encouraged to consult local Business Program Specialists before applying.

Working capital grants provide funds for the day-to-day operating expenses of the venture associated with processing and/or marketing a value-added product. An application may be for either Planning or Working Capital activities, but not for both. Funds may not be used for agricultural production, construction, the purchase of real property, or the purchase/lease of fixed equipment and vehicles.
