About this program

The Department of Agriculture Office of the Secretary funds technical assistance for American Indian and Native Alaskan farmers, ranchers, food businesses, and Tribal governments to access USDA programs through the Intertribal Technical Assistance Network (ITAN) and related cooperative agreements, under Assistance Listing 10.048, with the most recent awards disbursed on December 16, 2024.

The program awards exclusively through cooperative agreements. Sixteen awards totaling $10.5 million in federal dollars have been obligated since 2020. Award activity accelerated in 2023, when seven awards were made; 2024 saw three awards. The program remains active, with the two most recent opportunities posting in November and December 2024 and carrying performance periods through September 2025.

Funded activities center on field-based technical assistance delivered by organizations with demonstrated cultural competency in Tribal contexts. The core function is helping American Indian producers and Tribal nations comply with federal financial assistance requirements and navigate USDA program eligibility. Recent awards support the backbone ITAN infrastructure (two million-dollar-plus annual cooperative agreements maintaining the network itself), targeted outreach to Native American youth on agricultural and USDA career pathways, training partnerships between USDA and the Bureau of Indian Affairs on agricultural programs and Indian land tenure, technical assistance to Tribes on federal procurement policy compliance related to Commodity Credit Corporation funds, conservation program access and Tribal co-stewardship opportunities, research on native pollinator-friendly grasses and forbs for grazing systems, and capacity building for Native community development financial institutions as qualified lenders for Farm Service Agency guaranteed loans.

Eligible applicants include Tribal colleges and universities, nonprofit organizations, Tribal governments, and their wholly owned instrumentalities. Awards are made subject to available annual appropriations for performance periods up to five years. The program reimburses participant support costs, supplies, materials, and related administrative expenses necessary to accomplish each cooperative agreement, following submission of SF-270 forms. Recipients must retain financial records, supporting documents, and statistical records for three years from the date of the final expenditure report submission.
