About this opportunity
West Jordan City is requesting General Contractor Statements of Qualifications for pre-qualification to bid on construction of a Zone 5 North 4.0 megagallon water storage reservoir, with SOQs due July 7, 2026 through the Utah Public Procurement Place (U3P) website by 2:00 p.m. MDT. This is a pre-qualification step only; qualified contractors will receive bid documents in July 2026, with bids due in August 2026 and final completion estimated for November 2027.
The project scope is a fully buried circular AWWA D110 Type 1 wire-wrapped reinforced concrete tank with appurtenant site improvements including grading, landscaping, lighting, electrical work, and site piping for inlet, outlet, drain, and overflow systems. The site is located west of U-111 and Terraine Road on Hikers Pass Drive in West Jordan. The contract is partnered with engineer Horrocks.
Minimum qualifications are tightly defined. Contractors must hold a current Utah E100 classification license, maintain a minimum of $2 million in general liability insurance with full bonding capacity available for 100 percent of the bid price, and demonstrate a minimum of ten years of reinforced concrete water reservoir construction experience. Contractors must have completed at least two AWWA D-110 Type 1 concrete drinking water storage reservoirs of 3 megagallons or greater within the past eight years and maintain an Experience Modification Rate of 1.1 or better. Unresolved claims and surety-completed projects within five years are disqualifying. Designated project personnel—a project manager and onsite superintendent—must each have a minimum of ten years of construction experience and prior experience on at least two similar AWWA D-110 Type 1 projects of 3 megagallons or greater.
Evaluation is weighted: general presentation (5 points), project team personnel and qualifications (20 points), project approach and scheduling (20 points), previous project experience and performance (35 points), and financial statement information (20 points). Pre-qualification communications will be posted on U3P by 10:00 a.m. MDT on Friday, June 26, 2026. Only pre-qualified contractors receive bid invitations. A Notice to Proceed is anticipated for September 2026; the project schedule remains tentative and subject to change.
