About this opportunity
The City of Philadelphia is seeking bids on catering services for the Summer Teaching and Learning Academies program with bids due July 3, 2026, and services to be delivered on five Fridays from July 17 through August 14, 2026 at Parkway Central Library.
The scope is catering for approximately 100 teens on five dates only (July 17, 24, and 31, and August 7 and 14). The menu comprises 25 large pizzas (10 cheese, 8 beef pepperoni, 3 grilled chicken, 2 vegetables, 2 vegan) and two large garden salads with four dressing options (creamy Italian, Ranch, Italian, and Thousand Island), calculated at 1.5 servings per person. A critical constraint: no pork or pork by-products may be used in any food items, seasonings, or ingredients. The vendor must operate from licensed commercial facilities with no home preparation allowed and must provide all service items including plates, cups, eating utensils, napkins, condiments, racks, and heating fuel. Delivery and setup are required by 11:45 a.m. on each date, with all food ready for service no later than 45 minutes prior to the event. Unit pricing must include all delivery costs.
This is a micro purchase not to exceed $45,000, adjusted annually by the Consumer Price Index increase from January 1, 2020, and rounded to the nearest thousand dollars. The contract term is 365 days from the effective date, commencing upon issuance of a Purchase Order. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for whole-award consideration and must submit item specifications with bids. Pricing must remain firm for the hold period. General liability insurance of $500,000 per occurrence is required, plus workers' compensation at statutory limits and automobile liability of $300,000 per occurrence. Submission is through PHLContracts and requires execution of a Consent and Authorization Agreement prior to bid closing. Delivery coordination is directed to Katrina Whitaker at (215) 686-5372.
