About this file
This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department in connection with a FY-27 Summer Teaching and Learning Academies (TLA) program micro-purchase opportunity for five Fridays from July 17 through August 14, 2026. The checklist serves as a step-by-step guide for vendors submitting quotes through the PHLContracts.phila.gov portal. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award consideration and may not deliver services or products until receiving formal notification from the department. The checklist does not specify response or due dates, site visits, or bidders' conferences in the materials provided.
The seller checklist outlines procedural requirements rather than pricing or funding details. Vendors must ensure they are operating in the Seller role, answer all mandatory questions including Local Business Entity (LBE) certification status (though the LBE Program does not apply to small purchases), enter unit costs for each line item, and submit an executed Consent & Authorization form. All required attachments must be uploaded to the Attachments Tab, and vendors are encouraged to submit an optional LGBTQ Applicant Opportunity Data Form. Item specifications must be submitted with bids, and pricing must remain firm for the hold period. The checklist emphasizes completing all tabs and resolving red validation warnings before submission to ensure quote eligibility.
