About this opportunity
The Town of Enfield, Connecticut is requesting proposals for yard waste grinding and removal services under RFP 37248, with proposals due June 24, 2026 at 11:00 a.m. EDT and public opening the same day. No electronic responses are accepted; all inquiries must be directed to Carl R. Johnson, CCMO Deputy Director of Capital Projects & Administration, Department of Public Works, at (860) 763-8806 or cajohnson@enfield.org.
All vendors are eligible. The scope covers yard waste collected approximately 25 to 35 times on Fridays (plus up to eight Saturday collections during heavy-volume weeks) over spring, summer, and fall, with estimated annual quantities between 15,000 and 30,000 cubic yards. Proposals must be priced per cubic yard and may address one, two, or all three service options: on-site grinding at the transfer station with Town-provided loader and operator; on-site grinding with contractor removal and disposal of processed material; or acceptance of Town-transported yard waste at a contractor facility within ten miles of the Enfield border. Proposals for Services 2 or 3 require a Connecticut Department of Environmental Protection Certificate of Approved Operations; failure to provide this documentation results in disqualification. The Town will not accept proposals requiring minimum quantities or containing penalties for insufficient material supply.
The initial contract runs July 1, 2026 through June 30, 2027, with two optional one-year renewals available at the Town's discretion. Work commences July 1, 2026, with anticipated award the week of June 29. A $5,000 proposal surety is required at opening; a $5,000 performance and payment bond is required prior to work commencement. Contractors must maintain comprehensive insurance including $1,000,000 commercial general liability, $1,000,000 auto liability, and $5,000,000 umbrella coverage, with the Town named as additional insured. A one-year minimum guarantee applies to all work performed. FOB Destination applies; payment terms are vendor-specified.
