About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is pursuing a single-source procurement for Xylem YSI Brand Instruments for the Fish and Wildlife Research Institute, specifically focusing on water quality monitoring equipment. The procurement covers EXO series water quality sondes, associated sensor packages, and a DB600 buoy system, with a critical emphasis on monitoring Harmful Algal Blooms (HABs) in Florida. This is a non-competitive procurement where vendors are requested to provide written information demonstrating their ability to supply the specified commodities. The contract opportunity was posted on September 15, 2025, with a strict deadline for vendor information submission of October 6, 2025, by 5:00 PM ET. Vendors must demonstrate full capability to perform contract requirements and comply with Chapter 287 of Florida Statutes. The procurement process requires vendors to prove their capacity to provide proprietary instruments that can be integrated into the agency's existing monitoring system, with an understanding that repairs can only be performed by the manufacturer.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The sole source nature of the procurement suggests that only Xylem, as the manufacturer, is likely to be considered for this contract. The estimated dollar value for the procurement is $300,000, with a proposed contract term of three years from the issuance of the purchase order. The contract requires vendor integration with existing FWC monitoring infrastructure, with a specific requirement that all instruments must be from the same manufacturer to ensure proper communication and system compatibility. No incumbent vendors are explicitly mentioned beyond Xylem, and the procurement is focused exclusively on maintaining and expanding the agency's water quality monitoring capabilities. The document indicates that multiple agency personnel, including Research Scientists, Section Leaders, and administrative staff, have reviewed and approved the procurement approach.
