About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Fish and Wildlife Conservation Commission, specifically for Xylem YSI Brand Instruments. The procurement is for sole source repairs to existing Xylem YSI instruments and future additional proprietary instrument purchases to be integrated into the agency's monitoring system. The contract will have a term of 3 years upon issuance of the Purchase Order, with a posting date of 09/15/2025 and a last day for receipt of information of 10/06/2025. The specific instruments include EXO series water quality sondes, associated sensor packages, and a DB600 buoy system.
The estimated dollar amount for this single source acquisition is $300,000. The justification emphasizes the critical nature of these instruments in measuring and monitoring water quality, particularly in relation to Harmful Algal Blooms (HABs) in Florida. The instruments are used for measuring temperature, salinity, dissolved oxygen, pH, chlorophyll pigments, current, and turbidity. The agency argues that these repairs can only be performed by the manufacturer and that future instrument purchases must be from the same manufacturer to ensure compatibility with their proprietary monitoring system. The document includes approvals from multiple levels of management, including the Associate Research Scientist, Research Scientist Supervisor, Section Leader, and Deputy Director.

This request is to ensure proper calibration, maintenance and repair of our current Xylem / YSI products. As well as the potential purchase of additional proprietary instruments that would intergrate into the current proprietary monitoring system. These instruemnts are used for water quality measuring and recording (including temperature, salinity, dissolved oxygen, pH, multiple chlorophyll pigments, current, and turbidity), data transmission and processing, integrated monitoring system, funded experimental studies.
Intended Single Source:
Xylem/ YSI
Estimated Dollar Amount:
$300,000
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
These instruments are critical and essential in measuring and monitoring water quality as it directly relates to Harmful Algal Blooms (HABs) in Florida. A number of these instruments are deployed regularly and in use by the HAB Group, and as such need to be routinely repaired and maintained in order to provide robust data that can be used in management decisions. These repairs can only be performed by the manufacturer. Moreover, it is critical that other instruments that are purchased with this intent be identical and from the same manufacturer so that they may be integrated into a larger and more encapsulating monitoring system. All of the instruments communicate through proprietary means, so therefore would need to be of the same manufacturer.

Stephen Pollett, Fiscal Assistant 1
Matt Garrett, Associate Research Scientist, Requestor
