About this opportunity

The Wyoming Department of State Parks and Cultural Resources is requesting bids for envelope rehabilitation of the Wyoming Territorial Prison State Historic Site in Laramie, including repair, restoration, and replacement of roofs, masonry, and windows, with bids due August 24, 2026 at 1:00 p.m. Mountain Time under RFB #27-0669. A resident bidder preference under Wyoming Statute 16-6-102 to 16-6-107 applies — certified resident bidders receive preference if their bid is not more than 5% higher than the lowest non-resident bid, and resident contractors are limited to subcontracting no more than 30% of work to non-resident contractors.

The scope covers exterior stone placement and repair, tuckpointing, weather-sealing of masonry, exterior wood window repair and painting, metal bar and door repairs and painting, shake shingle roofing replacement, low-slope membrane roof replacement, and terne-coated stainless steel roofing, trim, integral gutters, and downspouts replacement, plus selective demolition on the 8,500-square-foot building. Work must comply with National Park Service Secretary of the Interior's Standards for the Treatment of Historic Properties, prioritizing repair over replacement and use of in-kind matching materials. Contractors must meet volatile organic compound (VOC) content restrictions for interior products, implement construction waste management and recycling protocols, and maintain temporary environmental controls for indoor air quality. Specifications and drawings are dated July 17, 2026 (Addendum No. 1); bidders must acknowledge receipt of all addenda on the bid form.

Wyoming prevailing wage requirements apply to contracts of $100,000 or more. For projects valued at or above $150,000, bidders must submit a 10% bid deposit and, within 20 calendar days of award, deliver a performance and payment bond equal to 100% of the accepted bid. Bidders committing to 10% apprentice labor hours receive a 1% bid reduction consideration for projects valued at $1,000,000 or more. Wyoming laborers must be employed exclusively unless unavailable or unqualified.

The pre-bid meeting was held August 4, 2026 (non-mandatory). Questions were due August 10, 2026 with answers posted August 19. The contract is tentatively scheduled for award September 2, 2026, with work beginning October 7 and substantial completion targeted June 30, 2027. Bids remain firm for 90 days from closing. Work must be coordinated with ongoing owner occupancy and public access; exterior work is restricted to 6:00 a.m. to 7:00 p.m.
