About this file

Addendum No. 1 for the Wyoming Territorial Prison State Historic Site Prison Envelope Rehabilitation Project, issued by Wyoming State Parks, Historic Sites & Trails, modifies the original RFB No. 27-0669 dated July 17, 2026. This addendum addresses clarifications to contract documents, specifications, and drawings for the exterior renovation of the 8,500-square-foot Wyoming Territorial Prison building located at 975 Snowy Range Road in Laramie, Wyoming. The project scope includes exterior stone placement and repair, tuckpointing, weather-sealing of masonry, exterior wood window repair and painting, metal bar and door repairs and painting, replacement of shake shingle roofing, low-slope membrane roof replacement, and replacement of terne-coated stainless steel roofing, trim, integral gutters, and downspouts, along with associated selective demolition. The addendum removes and replaces the original specifications (pages 70-211) and project drawings (pages 212-222) with revised versions dated July 17, 2026, comprising 128 pages of specifications and 11 pages of drawings. Bidders must indicate receipt of this addendum on the bid form.

The contract is structured as a single prime contract with stipulated pricing. Work must be coordinated with ongoing owner occupancy and public access to the historic site, with exterior work restricted to 6:00 a.m. to 7:00 p.m. The specifications emphasize historic preservation standards consistent with the National Park Service's Secretary of the Interior's Standards for the Treatment of Historic Properties, requiring contractors to employ period treatment procedures that prioritize repair over replacement and use of in-kind matching materials. Additional requirements include compliance with volatile organic compound (VOC) content restrictions for interior products, construction waste management and recycling protocols, and temporary environmental controls to maintain indoor air quality during construction. The contractor must obtain all required permits from the City of Laramie, Albany County, and the State of Wyoming, provide their own temporary utilities and sanitary facilities, establish a construction progress schedule, and submit submittals for review including product data, shop drawings, and project record documents throughout the construction period.
