About this opportunity

Collin County Community College District is seeking competitive sealed proposals (CSP FY2026-CSP-043) for the Wylie CTE Center Parking Lot Paving project, which involves comprehensive parking lot construction at the Wylie Campus Career and Technical Education Center. The procurement encompasses earthwork, reinforced concrete paving, landscaping, irrigation, storm drainage, and parking lighting for both southern and northern parking lots. Specific deliverables include installing concrete pavement, electrical infrastructure, street lighting, irrigation systems, and storm sewer components. The project involves four alternate proposals for the north parking lot, which include primary electricity installation, irrigation water meters, backflow devices, data runs for cameras, and associated site work. Evaluation criteria will be weighted as follows: purchase price (35 points), references (15 points), meeting district needs (15 points), and vendor historical relationship (5 points). Key dates include a question submission deadline of November 4, 2025, with proposals due November 11, 2025, at 3:00 pm. The work is tentatively scheduled to begin in January 2026 and conclude in August 2026, pending Board of Trustees approval.

The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises, though the documents indicate compliance requirements with various state regulations including provisions related to Israel boycott, energy company boycotts, and firearm entity discrimination. Prevailing wage rates will be in effect, with hourly rates ranging from $19.47 for construction laborers to $41.60 for specialized trades. Contractors must adhere to detailed technical specifications, including compliance with TXDOT Standards, ASTM specifications, and local jurisdiction requirements. While no incumbent vendors are mentioned, the project requires strict documentation submissions, including material certificates, mix designs, and shop drawings. Warranties will range from one to five years depending on specific systems or components. Though a specific budget range is not disclosed, the comprehensive nature of the project—involving electrical, civil, and utility systems across multiple parking lots—suggests a substantial investment in campus infrastructure improvements.
