About this opportunity

The Porter-Tower Joint Municipal Authority is seeking bids for the WWTP Influent Pump Improvements project located in Tower City, Schuylkill County, Pennsylvania. The procurement is divided into two contracts: Contract No. 01 for General/Process Mechanical work and Contract No. 02 for Electrical work. The primary objective is to install a new 15 horsepower jockey influent pump with a variable frequency drive in the Operations building, including comprehensive modifications to existing piping systems, control panel upgrades, process instrumentation, and SCADA system integration. Bidders must submit electronic proposals via the PennBid Program by Monday, February 9, 2026, at 1:00 pm local time, with a mandatory pre-bid conference scheduled for Monday, January 26, 2026, at 11:00 am at the project site. Qualification requirements include compliance with Pennsylvania Prevailing Wage Act, submission of a bid bond equal to 10 percent of the maximum bid price, and maintenance of specific commercial general liability insurance coverage. Evaluation criteria will likely include technical capabilities, compliance with specifications, and adherence to project requirements.

The contract has no explicit set-aside designations for disadvantaged enterprises, but contractors must use American-made steel products in accordance with the Steel Products Procurement Act. Contractors will be required to maintain full wastewater treatment plant operations throughout construction activities and must coordinate with the owner's SCADA integrator, Martz Technologies, Inc. The project is partially financed by a grant from the Commonwealth Financing Authority, with additional insureds including the Authority, Porter-Tower Joint Municipal Authority, and Martz Technologies, Inc. While a specific award value is not explicitly stated, the project includes performance and payment bonds equal to the contract price, suggesting a significant infrastructure investment. The contract specifies liquidated damages of $1,000 per day for failing to achieve substantial completion within 120 days and an additional $1,000 per day for incomplete remaining work, with full project completion expected within 150 days. The project was designed by Entech Engineering, Inc., and involves comprehensive upgrades to the existing wastewater treatment plant infrastructure.
