Bidders must be licensed as General Contractors and/or Underground Utility contractors in Florida. The scope encompasses two phases — Phase 1 (Headworks and Master Pump Station) and Phase 2 (Screening Structure) — with coordination to minimize facility downtime. Work includes approximately 5,345 square feet of sandblasting and chemical-resistant coating application using GLM Green Monster or approved equivalent (applicator must be manufacturer-certified or approved), concrete surface patches for exposed anchors and reinforcement repair (45 each), spalling concrete patches (80 square feet and 40 cubic feet with reinforcement repair), and crack repairs for active leaks (305 linear feet) and structural cracks (145 linear feet). The City will handle draining, bypassing facilities, and coordinating valve operations and vacuum truck services.
The contract time to Substantial Completion is 270 consecutive calendar days from Notice to Proceed, with an additional 30 days to Final Completion. Bid pricing is structured as lump sum in Part A (mobilization, general and specific conditions, and sitework) and unit pricing in Part B (sandblasting, coating application, and concrete repair items) across all three facility locations. Bid security equal to at least 5% of the total bid amount is required for bids of $100,000 or greater; upon award, Performance, Payment, and Material and Workmanship Bonds (10% of contract price) are mandatory. All permit fees, taxes, and compliance costs must be included in proposals; the City is exempt from Florida Sales and Use Tax.
Evaluation criteria weight Project Schedule/Completion Time at 45%, Price Proposal at 45%, and Experience and Technical Capability at 10%. Questions are due June 23, 2026 at 2:00 PM. Intent to Bid is due July 8, 2026 at 2:00 PM. All documents must be submitted electronically through the City's Procurement Portal (https://palmcoastgov.bonfirehub.com/portal) in PDF format.
