About this opportunity

Pinellas County is seeking a contractor for a critical Waste-to-Energy (WTE) Facility Structural Steel Replacement project through Invitation to Bid (ITB) #23-1161-ITB-C. The procurement involves comprehensive replacement and repair of structural steel components that have degraded due to long-term weather exposure and operational conditions at the facility, which currently processes approximately 3,000 tons of municipal solid waste daily and generates around 1,800 MWh of electrical energy. The project objectives include improving support structures, personnel access, and component longevity as part of the county's "Zero Waste to Landfill" master plan by 2050. Key deliverables include detailed structural steel replacements across three combustion units, involving repairs to SDA systems, bag houses, duct supports, and associated infrastructure. Contractors must demonstrate qualifications through a comprehensive submittal process, including providing documentation of similar project experience, technical capabilities in structural steel installation, rigging, concrete footers, handrails, steel coating, and welding. The bid due date is October 3, 2023, with a contract performance period of 1,095 consecutive calendar days from the notice to proceed. Evaluation criteria include adjustment factors for various work categories, with a weighted calculation method that considers factors like working hours and area security.

The procurement includes a Small Business Enterprise (SBE) compliance requirement with a mandatory 5% SBE participation goal. Potential respondents must comply with multiple regulatory requirements, including E-Verify system validation for all employees hired after January 1, 2021, and adherence to federal and state safety standards such as the Florida Trench Safety Act. Contractors must provide performance and payment bonds, proof of insurance, and complete background checks for personnel seeking access to the facility. While a specific contract amount is not explicitly stated, the pricing proposal includes a comprehensive 3-phase approach with line items covering project management and specific repair areas. Contractors must also navigate additional compliance requirements, including airport security protocols due to the facility's proximity to St. Petersburg-Clearwater International Airport. Disqualifying factors include criminal history and failure to meet strict identification and security badge protocols. The county reserves the right to correct arithmetic errors and determine bid awards based on the submitted adjustment factors and compliance documentation.

Opportunity text

Pinellas County's Waste-to-Energy Facility (Facility) converts approximately 3,000 tons of municipal solid waste into approximately 1800 MWh of electrical energy per day. The County has a contract ("Service Agreement") with Covanta Projects LLC for operation and maintenance of the Facility. The Facility operates 24 hours per day seven days per week. The Facility is comprised of three combustion units and two turbine-generator sets.

The Facility is a critical component of the Pinellas County Department of Solid Waste (the County) Master Plan for achieving "Zero Waste to Landfill" by 2050. The facility was originally designed as an outdoor facility which essentially exposes the structural support steel, instruments, controls, equipment and systems to ambient weather and operational conditions. Due to long term weather exposure and operating systems the structural components have degraded due to corrosion and require replacement or repair as indicated in the drawings attached to this Scope of Work.

In addition, The County desires to make certain improvements to the support structure and personnel access to ensure best working conditions and longevity of components.
