About this opportunity
The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities, issued RFP 729 2200000117 on February 4, 2022, to procure Advanced Practice Registered Nurse (APRN) services for Western State Hospital (WSH) and Western State Nursing Facility (WSNF) located in Casey County, which serve the 34 most western counties in Kentucky. The solicitation seeks qualified agencies or individuals to provide on-site APRN services including admission and discharge physicals, diagnostic and treatment services, and medication prescriptions for facility clients at an acute care adult facility with an average daily census of 112 and a skilled nursing facility with an average daily census of 86. Contractors must provide one full-time APRN (minimum 38 hours per week) and one part-time APRN (minimum 5 hours per week) with current Kentucky nursing licensure, national certification, valid CPR certification, and compliance with CMS COVID-19 vaccination requirements, criminal and abuse registry background checks, PPD/TB testing, ten-panel drug testing, and OIG LEIE record checks. Proposals were due by 2:00 PM on March 28, 2022, with written questions required by 2:00 PM on February 14, 2022, and submission through the MOVEit TRANSFER secure file transfer application at https://ftp.ky.gov. Evaluation criteria totaled 850 points: 500 points for technical proposals (including mandatory applicant resumes and Kentucky Board of Nursing disclosure statements), 350 points for cost proposals, and up to 200 additional points for oral presentations if required; proposals scoring fewer than 325 points on technical evaluation are eliminated. The anticipated contract term runs from July 1, 2022, through June 30, 2024, with Commonwealth renewal options for up to two additional two-year periods subject to approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
No set-aside designations or restrictions limiting organizational type eligibility were identified in the solicitation documents. The current incumbent vendor is Crown Services Inc., which received $75,000 annually and provided 118 part-time equivalent hours from July 2020 through September 2021. Contractors must maintain malpractice liability insurance of at least $1,000,000 and comprehensive general liability insurance of $1,000,000 per claim with $1,000,000 aggregate limits, with all insurance costs borne by the vendor as non-reimbursable expenses; travel costs must be included within quoted hourly rates as the Commonwealth will not provide separate travel reimbursement. Contractors must submit separate sealed technical and cost proposals with hourly rate quotes for both regular and overtime services, with regular and overtime rates blended into a single hourly rate for evaluation purposes; monthly invoicing based on hours provided is required with payment conditioned upon accurate and timely submission. The contract is funded 100 percent by agency funds for both fiscal years 2023 and 2024, and the Commonwealth reserves the right to terminate with 30 days' written notice or immediately reduce contract hours or scope of work due to budget constraints or lack of appropriated funds. No minimum use of contract services is guaranteed.
