About this file
This document is a General Hospital Policy and Procedures Manual from Western State Hospital, a facility governed by the Cabinet for Health and Family Services in Kentucky. The policy establishes an Ethics Code (Policy Number 201) effective October 1999, most recently revised in December 2004 and reviewed in June 2018. The policy outlines Western State Hospital's commitment to ethical conduct among all staff members through the maintenance of a current code of ethical conduct, public posting of the code, and mandatory training for all new employees during initial orientation. The hospital has established an ongoing ethics committee to review complaints regarding ethics violations, which may be submitted in writing by any employee or interested party. Patients are made aware of the ethics committee through the patient handbook and orientation program upon admission, and may file complaints through the established patient grievance process.
The Organizational Code of Ethics governs all hospital operations and addresses fourteen specific areas, including prohibitions on marketing-based patient selection, admission and discharge practices that do not discriminate based on economic circumstances, clinical transfer requirements, patient dignity and rights protections, itemized billing statements, professional relationships with healthcare providers, abuse and neglect reporting procedures, and treatment provision regardless of financial circumstances. The hospital operates in compliance with multiple Kentucky Revised Statutes (KRS) and administrative regulations, including KRS 202A.021, KRS 202A.202, KRS 216B.250, KRS 210.110, KRS 209.101-209.990, KRS 210.700, 908 KAR 3:010, and 908 KAR 3:060. Copies of the organizational code of ethics and related policies are available to all patients, families, and hospital personnel upon request through the admission office or any ward, with questions directed to the Executive Branch Ethics Commission.
