About this opportunity
The City of Glendale, through Glendale Water and Power, is seeking design-build proposals for the WS Pipeline - Chilton/Kenneth Phase I Project (RFP No. 3938), which involves designing and constructing approximately 11,745 linear feet of 8-inch diameter Class 350 ductile-iron water pipeline in Glendale, California. The project encompasses comprehensive infrastructure work, including installation of isolation valves, blow-off assemblies, air and vacuum release valve assemblies, fire hydrant assemblies, and customer service lines. Proposals are due by noon on Wednesday, June 5, 2024, following a mandatory pre-proposal meeting scheduled for May 22, 2024, via Microsoft Teams. The proposal evaluation will utilize a weighted scoring system: 45% for price and fees, 30% for design-build entity experience with similar water projects, 15% for project approach and schedule, and 10% for response completeness and quality. Proposers must be registered with the California Department of Industrial Relations and possess a Class A - General Engineering Contractor license, with a project completion timeline of 430 calendar days from the Notice to Proceed.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but requires proposers to demonstrate significant municipal water infrastructure experience, including at least three recent similar projects with one completed as a design-build project for a municipal water provider. The project will be funded by City of Glendale Water and Power Department funds, with an engineer's estimated project cost ranging between $6,800,000 and $7,900,000. Liquidated damages are established at $1,800 per calendar day for delays. The solicitation includes both a "Base" proposal covering Locations A through H and an "Alternate" proposal for Locations I through K, with the City retaining flexibility to select either the base work or a combination of base and alternate work. Proposers must submit a "Reviewed" Financial Statement, though an "Audited" Financial Statement is not mandatory. The project will involve work within the City of Glendale and requires coordination with potential adjacent jurisdictional permits and regulations.
