The addendum covers details from a mandatory pre-proposal meeting held virtually on May 22, 2024, and provides clarifications on project requirements. The project involves designing and constructing approximately 11,750 linear feet of 8-inch Class 350 ductile-iron potable water pipeline in Glendale, including new system isolation valves, air release valve assemblies, blow-off assemblies, fire hydrant assemblies, and service line installations and reconnections. Proposals are due by 12:00 p.m. on Wednesday, June 5, 2024, at the GWP Engineering Counter, with substantial completion expected within 430 calendar days of the notice to proceed.

The engineer's estimated project cost ranges between $6,800,000 and $7,900,000. The proposal will be evaluated based on specific criteria: 45% for price and fees, 15% for project approach and schedule, 30% for demonstrated experience on similar water projects, and 10% for completeness and quality of response. A "Reviewed" Financial Statement is required from proposers, though an "Audited" Financial Statement is not mandatory. The project includes both "Base" proposal work (Locations A through H) and "Alternate" proposal work (Locations I through K), with the City retaining flexibility to select only base work or a combination of base and alternate work. The project also involves work within the City of Burbank, requiring additional coordination and permit compliance.

2. Description of Project This project utilizes a design-build (DB) type of project delivery method.

Design, furnish and install approximately 11,750 linear feet of 8-inch Class 350 ductile-iron potable water pipe in the City of Glendale, including new system isolation valves, air release valve assemblies, blow-off assemblies, fire hydrant assemblies, and service line installations and reconnections.

There are four (4) general locations near the western border of the City that comprise the project. Maps showing the work locations can be found in Appendix 3A of the RFP. The total number of streets to be completed will vary, as outlined below.

A detailed description of the work requirements and project areas may be found in Section 16 – “Site Specifics” on pages P-12 through P-36 of the RFP.

Existing copper service lines 1-inch or larger will be reconnected to the new mains.

All service lines smaller than 1-inch will be replaced with new 1-inch copper lines.

WS Pipeline Chilton/Kenneth – Phase I Project

Mandatory Pre-Proposal Meeting Agenda 05/22/2024

Quantities of existing services including quantity, size, and type of material are provided for all sites in Section 16, “Site Specifics” of the RFP.

New fire hydrants are to be proposed and installed by the DBE to comply with City of Glendale Fire Department fire hydrant spacing requirements of 300 feet maximum between adjacent hydrants.

Substantial Completion shall be achieved within 430 Calendar Days of the issuance of the Notice to Proceed.

The RFP can be obtained by emailing Cole Johnson at colemanjohnson@glendaleca.gov, and a download link will be provided to download the 24 MB file. The RFP contains all the forms and information needed for preparing and submitting a Proposal for the project.

3. Special Considerations Proposal Work – The scope of work for the project has been separated into “Base”

Proposal Work (Locations A through H) and “Alternate” Proposal Work (Locations I through K). The City may decide to have the DBE do only the “Base” work or the “Base” work + any combination of Alternate Work. This decision will be made by the City at the time the submitted Proposals are being reviewed and will be incorporated in the Design-Build Agreement with the selected DBE firm.

Proposal Price Form (Exhibit A) – The Proposal Price Form (Exhibit A) is comprised of Price Schedules for all locations, A through K. Schedule A represents the “Base” Proposal Work (i.e. work locations A through H). Schedules I through K represent the “Alternate” Proposal Work. The Proposal Price Form may be found on pages PF- 1 through PF-7 in the RFP. As is mentioned in the previous bullet item titled “Proposal Work”, the City may decide to have the DBE do only the “Base” work or the “Base” work + any combination of Alternate Work.

Detailed Construction Costs Worksheet (Exhibit B) – The unit prices that will be provided by the Proposer on this worksheet as part of the submitted proposal will be used to determine earned value of work completed for each progress payment request and for establishing a cost basis for addition or deletion of individual items of work.

Project Schedule - The City desires that the design/construction of the project be expedited as quickly as possible. To facilitate accomplishing this, construction is proposed to begin when the design plans are at a 75% completion level.

Additionally, the design should be broken into phases based on geographic location (or whatever is most efficient for the DBE). Later phases will be in design while earlier designed phases are in construction (see Sections 2.E. & 2.F. on page P-3 of the RFP for a more thorough explanation).

Permits – City-issued Excavation Permits are required for this project. It is the DBE’s responsibility to apply for and obtain these permits and pay all required fees. The permit may be obtained at the City of Glendale Public Works Department, Engineering Section. *Since 2022, permit policy has underwent a change that requires separate permits by street section; this may be modified on a case by case basis, as determined by Glendale Public Works. See page P-40 of the RFP.

Additionally, this project contains areas in which the replacement of existing and/or installation of new water main resides within the City of Burbank. This work will require advance contact and coordination with the City of Burbank for their own permits, fees, regulations and guidelines which must be adhered to by the DBE for all work under this contract residing within their jurisdiction.

Access to Sites – All the work sites are in the public right-of-way and have full access at all times.

Temporary Water By-Pass – This item is subject to individual site conditions as they may affect the operations of the DBE. Let it be known that this is an optional item of work that the DBE might not deem will be required; it is up to the discretion of the DBE. The cost of By-Pass notification, implementation, testing and removal is explicitly and completely born by the DBE as outlined in Detailed Specification sections 33, 34 and 35 of RFP No. 3938.

Financial Statement – A “Reviewed” Financial Statement is required to be submitted by the Proposer as part of the Proposal submission. GWP is not requiring an “Audited” Financial Statement as was required for some previous advertised GWP projects.

Experience and References – For at least one previous design-build project the design-build team, comprised of contractor and engineering design consultant, must have previously worked together and be the same company(ies) as is being proposed for this project. This is stated in Section 6.F. on page P-6 of the RFP.

School Coordination – There are no schools located within the vicinity of the project work locations. The DBE is typically responsible for coordinating their construction work with the schools and their student class schedules to minimize impacts to the schools and students (see Section 45 on Page P-45 in the DBE Qualifications and Proposal and Section 1 on Page SC-1 in the Special Conditions).

Storage areas are to be obtained by the Design-Build Entity (DBE). You can check with the City of Glendale Public Works Department to see if they have an available storage area you can use.

Traffic Control – Traffic control plans may be required. This will be determined by the City’s Traffic Section and requirements will be stated in the Excavation Permit.

Recycled Water – Cleaning of the streets and your equipment shall be with the use of recycled water (see Article 16.1 on pg. GC-45 in the General Conditions and Section 21. on Page SC-15 in the Special Conditions).

Trench Backfill (Section 8, page DS-4) – In your Proposal you are to prepare your bid with the assumption that slurry backfill is required for all trenches. If during construction, native compacted backfill is used instead of slurry because of allowances made in the Excavation Permit, the City is to receive a credit for the difference in cost between slurry and compacted soil backfill as described in Section 26.Q.4., on page P-52 of the RFP. Also see Item 14, on page PF-9 in Exhibit B.

Disposal of Water from Mains (Section 29, page DS-30, Detailed Specifications) – Hydrostatic test water shall be discharged to the sanitary sewer system. All other waters shall also be discharged to the sanitary sewer system. If discharge to the sanitary sewer system is not feasible, the water in the pipeline shall be dechlorinated and then discharged to the storm drain system, subject to the Engineer’s approval and other requirements.

Restraint of Joints & Valves – The DBE needs to calculate the minimum required restraint length of pipes, fittings, and valves based on EBAA Iron, Inc. calculator and their guidelines. This must be done during the design stage and stated on the plans (see Section 26.J., on page P-50).

4. Proposal Submission Procedures All the requirements for preparation and submission of the Proposal are described in detail in Sections 1 through 14, on pages P-1 through P-11. Also see Appendix 1 and Appendix 2, Sections 1 through 12.

All the forms associated with submitting the Proposal are located in Appendix 1 and in Exhibits A through K, on pages PF-1 through PF-28.

Complete the Proposal (including Qualifications Questionnaire) form in ink, and sign at all required locations. Make five hard-bound copies, and a CD containing an electronic copy (see Section 11. Page P-11).

Deliver Proposal to GWP Engineering Counter (Room 420) by 12:00 pm on Wednesday June 5, 2024.

5. Evaluation of DBE’s Qualifications and Proposal DBE’s proposals will be evaluated based on qualifications and experience, overall quality of the submittal, and soundness of methodology used to fulfill the scope of the project. The proposal evaluation criteria and percent weighting are stated in Section 9, on Page P-10: 45% Price and fees, 15% Project approach and schedule, 30% Demonstrated experience on similar (scope & dollar amount) water projects, and 10% Completeness and quality of the response.

6. Award of Contract The selected DBE will be awarded a Design-Build Agreement (Contract) with the

City. The instructions and requirements for award of contract are located in Appendix 2, Sections 13 through 16, on pages A2-6 through A2-14. All the forms associated with executing a Contract are located in Exhibits 1 through 6, on pages AC-1 through AC-23.

7. Addenda There will be an Addendum forthcoming to address any questions raised in the

Pre-Proposal Meeting and will include the Agenda, as well as a list of meeting attendees.

8. City Field Inspection GWP’s water construction inspector will be on-site at all times during construction activities.

9. Questions Inquiries regarding the Project must be submitted via email ONLY and received by the Project Manager at least five (5) business days prior to the deadline. Inquiries will be responded to in the form of an Addendum issued to all Proposers.

Any questions?
