The Palm Beach County Water Utilities Department issued a sealed bid invitation (WUD Project No. 19-035R) for the Western Region North Wastewater Treatment Facility (WRNWWTF) Electrical and Wet Weather Improvements project located in Pahokee, Florida. This comprehensive construction project requires furnishing all materials, labor, supervision, equipment, supplies, and services for electrical, instrumentation, controls, and process piping improvements at the wastewater treatment facility. Major deliverables include construction of a fully enclosed backup power generator facility; installation of a pre-cast concrete electrical building containing 480-volt switchgear rated at 65,000 amperes symmetrical interrupting capacity and motor control centers; auger cast pile foundations; replacement of the plant-wide controls system utilizing Rockwell ControlLogix programmable logic controllers and Studio 5000 software; replacement of process piping ranging from 6-inch to 16-inch diameter; installation of variable frequency drives with microprocessor-based controls; supply and installation of fiber optic communications infrastructure (12-strand single mode); supply and installation of new panel mount operator interface terminals on PLC and Remote IO panels in three existing blower buildings; and various site improvements including perimeter security fencing, lightning protection, and site lighting. The project requires integration with existing SCADA infrastructure while maintaining facility operations, with mandatory Systems Integrator services from pre-qualified firms including CC Controls and Revere Controls. Sealed bids were due May 17, 2023, at 2:00 PM, with a non-mandatory pre-bid conference held April 26, 2023, and non-mandatory site visit available afterward. Bid documents were available for download beginning April 18, 2023, or through plan houses for a $150 non-refundable service charge; interested parties were required to submit a Plan Holder Registration Form to bids@pbcwater.com to access restricted bid documents. All bidders and identified subcontractors must possess professional licenses or certifications required by the State of Florida and Palm Beach County at the time of bid submission.
This procurement is subject to Davis-Bacon and Related Acts wage requirements and is partially federally funded through the U.S. Department of Housing and Urban Development Community Development Block Grant Mitigation Program (CDBG-MIT Grant Agreement No. I0166), with Section 3 of the Housing and Urban Development Act of 1968 applicable. The project establishes minimum participation goals of 6.9 percent women-owned business enterprise (WBE) and 22.4 percent minority-owned business enterprise (MBE) participation with no rounding permitted; the MBE/WBE Good Faith Efforts Form (Attachment No. 4) is a required bid submission document. A bid bond in the amount of not less than 5 percent of the bid price was required at the time of submission, with performance and payment bonds of 100 percent of the contract price required within 14 days of notification of award. The contract term for substantial completion is 730 calendar days from the notice to proceed, with final completion required within 90 calendar days thereafter; liquidated damages are assessed at $650 per calendar day for failure to achieve substantial completion and $250 per calendar day for failure to achieve final completion within 30 days of substantial completion. The project includes allowances for inspection of existing piping condition ($75,000), primary construction building permits and fees with the City of Pahokee ($100,000), and special inspector services if required ($10,000). No specific total contract award value is disclosed in the bid documents; however, the comprehensive scope of work involving major infrastructure improvements, electrical system upgrades, and control system replacement indicates a substantial construction contract.
