ADDENDUM NO. 2 - WRNWWTF Electrical & Wet Weather Improvements
This addendum to the bid documents for the Western Region North Wastewater Treatment Facility (WRNWWTF) Electrical and Wet Weather Improvements Project (WUD 19-035R) issued by Palm Beach County Water Utilities Department clarifies specifications and answers contractor inquiries through a comprehensive questions and answers log dated May 10, 2023. The project encompasses electrical infrastructure upgrades, wet weather improvements, process control systems, and related equipment installation at the existing wastewater treatment facility. Key deliverables include new electrical buildings with distribution and generator quick-connect switchboards, variable frequency drives, automatic transfer switches, fiber optic communications infrastructure, programmable logic controllers (PLCs), remote input/output (RIO) panels, and process instrumentation systems. The project requires integration of new systems with existing SCADA infrastructure while maintaining facility operations. The bid submission deadline was extended by eight calendar days to March 23, 2023, with revised receipt closing at 2:00 PM. The addendum incorporates previous addendum questions from the original bid and addresses 17 additional clarification items covering electrical design, structural details, equipment specifications, and control system requirements.
The addendum specifies detailed technical requirements for major electrical components including 480-volt distribution switchboards rated at 65,000 amperes symmetrical interrupting capacity, generator quick-connect switchboards (1200-amp and 600-amp configurations), variable frequency drives with microprocessor-based controls and minimum 97 percent efficiency, and automatic transfer switches with delayed transition capability. Systems Integrator services are mandatory, with pre-qualified firms including CC Controls, Revere Controls, and other qualified suppliers. The project mandates use of Rockwell ControlLogix programmable logic controllers and Studio 5000 software without exception, along with redundant 24-volt direct current power supplies and a centralized uninterruptible power system providing 30 minutes of battery backup. The addendum establishes specific technical standards for fiber optic cabling (12-strand single mode), industrial networking equipment (Cisco managed switches), and 316 stainless steel outdoor enclosures suitable for 180 miles per hour wind loads. Factory acceptance testing, startup training, spare parts, and comprehensive documentation including as-built drawings are mandatory deliverables. The project is partially federally funded through the U.S. Department of Housing and Urban Development with Davis-Bacon wage rates applicable and minimum goals of 6.9% women-owned business enterprise and 22.4% minority business enterprise participation, with good faith efforts required if goals are not met.

General Notes 7 on S-05 and 5 on S-06 state “CONTRACTOR TO PROVIDE UNIT PRICE FOR THE CONCRETE CUBIC YARDS AND PILE LENGTH IN THE BID FORM…” We do not find this verbiage in the Bid Form, please advise.
S-05 -note 7 and S- 06 note 5
Bid Form and structural notes will be revised J Jaramillo 2/15/2023 total is 30ft per geotechnical report.
It includes the 10ft into hard limestone.
C-04 shows a Typical Fence & Gate Detail which does not show any Barbed Wire. Section 32 31 13 Chain Link Fences and Gates references Barbed Wire. Please advise if the fencing depicted on C-08 has Barbed Wire.
C-04 Please provide 3-strands barbed wire J Jaramillo 3/1/2023
S-08 has a detail called Duct Bank Supported on Auger Cast Pile Section. There is a note for this detail that reads “…VOID BETWEEN THE DUCTS SHALL BE CONCRETE ENCASED.” Please advise the strength of the concrete and if Flowable Fill be allowed in place of concrete.
S-08
Refer to note C3 on S-01, Duct bank encasement 2,500 PSI. Flowable Fill (non-excavatable) complying FDOT Section 121 would be acceptable (in the void area) provided the mix design is submitted for review and approval via RFI/Submittal process.
A. Shah 2/17/2023
The Precast Concrete Electrical Building in 13 30 00 has no provisions for Electrical, HVAC or Plumbing.
If any of this is needed then the building slab or walls will have to be penetrated which will defeat the purpose of the building being tested for watertightness at the factory. Please advise.
13 30 00
The purpose of the spec requirement is to get a weatherproof/waterproof precast building which is an Electrical Building. All joints shall be caulked with a sealant to create a water and weatherproof enclosure. It doesn't require that building is watertight similar to requirement of the water tanks. This is standard language and we have received precast electrical building in past from precaster complying with the requirements of the specification. It is suggested that Contractor discuss with Precast Building Manuf. and submit an RFI if specification requirements can not be met. Refer to Drawing E-24 to E-26 (By SEC) for Electrical & HVAC (Split AC) requirements.
A. Shah 2/17/2023
Not too sure that these electrical drawings referenced show sufficient detail particularly for the major conduits in and out of the switchgear and MCCs. I can't tell if the switchgear and the MCCs are top of bottom fed. I know that precast building manfacturers are very particular with penetrations. We may need to provide more direction and information of the drawings and specifications.
Reference Section 09 90 00 Coating Systems 1.01 A. Scope is somewhat confusing. Please confirm that the only painting required for this project is the new electrical building, touch up of disturbed areas and items shown in 3.6 Coating Systems (Finish Schedule) in this specification.
09 90 00
There are 4 coating systems in this project as seen in 09 90 00 page 23 (directions on the application of each one of these coating systems are specified on subsequent pages). The contractor shall apply coating systems on exiting piping that is damaged by demolition and new piping as directed for systems M-1, m-2, and EU-1. Section 3.6 can be used as a reference for areas in which coating systems shall be applied.
D. Herrera 2/27/2023
7 What materials are the pipes identified as RAS, PCE, WW, DPW, FM on Y-03 and Y-04. Y-03 & Y-04
There is a misunderstanding on the contractor's side. Y-03 shows pipe systems PCE and RAS, while sheet Y-04 shows pipe systems RAS and EFF. In total there are 3 pipe systems and not five as identified in the RFI by the contractor. Moreover, these pipe systems as referenced herein are specified in sections 40 05 01, 40 05 02.29, and 40 05 02.30.
D. Herrera 2/27/2023
Please confirm Palm Beach County Water Utilities Department will shut down any affected lines for the removals and connections of the pipes shown on Y-03 and Y-04
Y-03 & Y-04 That is correct. Coordination with Plant operations is required. D. Herrera 2/27/2023
The extent of the removal of the exisƟng 16” PCE line is not clearly shown on Y-03. On detail 2 on Y-04 it looks like the 16” pipe is connected to the bottom of the aerator trough, with a vertical length being removed to accommodate a new 16” MOV plug valve. Please confirm.
Y-03 & Y-04 Comment noted. A photo was included to address the limits of demo for the PCE system. See revised sheet Y-03.

Concrete encasement is required for the FP&L primary from the first pole (northeast of office trailer) to the transformer by new electric building only?
Electrical FPL Primary conduits do not require concrete encasement as per drawings.
S. Hockman 2/28/2023
Sheet E-16 shows a detail for 480-volt conduits with a concrete cap poured above it. Does this apply to the site lighting conduits as well?
E-16 Concrete cap for conduits from the electrical building to the overhead rack only. Not required for the site lighitng.
S. Hockman 2/28/2023
Sheet E-03 shows the new duct bank heading towards the biosolids building routed in between the treatment unit and blower house 3. There is a staircase and landing between the two structures. It appears the staircase and concrete pad need to be removed. Is this a correct assumption? If so, will access to the catwalk need to be provided temporarily while the duct bank is constructed? Upon completion of the underground work, can original staircase be reinstalled?
E-03
There is about a 3 foot wide gap between the stair case slab and the clarifier. Contractor shall hand dig in the area and shore existing infrastructure while installing new ductbank. Need to provide access to treatment unit during construction. Please refer to Section 'C' Duct Bank Detail on Sheet E-4.
S. Hockman / J. Jaramillo 2/28/2023
Looking at E-6 there is a single 2 inch conduit runnig over to the Biosolids Building. I think the bidder believes this is a bank of ducts and not a signle 2-inch conduit. May want to refer to drawing E-6 for clarity and state this is a single 2-inch conduit.
If FP&L/AT&T is to be direct buried up to new concrete pole, is a directional bore acceptable from the new pole to FP&L provided handhole, and from handhole to new concrete pole northeast of office trailer? This would eliminate the need for dewatering/shoring/etc.
E-03 & E-04
Installation must meet FPL and ATT requirements. Contractor shall provide comfirmation from the utilities to owner prior to installation as requested. However, if contractor bids direction bore and it is not allowed by utitlies, no change order will be allowed for change.
S. Hockman 2/28/2023
IF DIRECTIONAL BORING IS ACCEPTABLE - The distance between the FP&L supplied handhole and the new concrete pole is nearly 700’. Is it permissible to add an additional handhole (one for FP&L and one for AT&T) to cut down on the length of this bore?
E-03 & E-04 Installation must meet FPL and ATT requirements. Contractor shall provide comfirmation from the utilities to owner prior to installation as requested.
S. Hockman 2/28/2023
Electrical components for “Grit Auger” and “Grit Blower” are to be demolished. Are these motors being permanently deleted?
E-09 Motors have been removed by County. Contractor to remove abandon equipment as per plans.
S. Hockman 2/28/2023
19 Are there any specs for the fire alarm system?
Contractor shall follow Palm Beach County Fire Detection and Alarm Guidelines Section 28 31 00 for specifications.
S. Hockman 2/28/2023
20 Can you ask if ABB will be accepted as a switchgear manufacturer Electrical
Per Contract documents Eaton and Square-D are the acceptable manufacturers. .Please refer to Schedule of Bid Prices - Major Manufacturer or Supplier Schedule. If an Alternate manufacturer/ supplier is provided, it is the Contractor responsibility to verify the equipment will fit with in the building to meet all NEC codes and clearances. In lieu of the designed Generator Quick Connect Switchboard shown on drawings E-06 and E-15, please consider the following option.
ASCO Series 300 Manual Transfer Switch (MTS) with Dual Purpose Quick Connects, Type MGDQ.
Reference the product literature in the link below, this design provides separate camlock connections for both load bank testing and portable generators. The MTS design removes the need for kirk key interlocks as the operator would simply need to rotate the handle on the front of the enclosure to alternate between sources.
It also allows for load banking the permanent generator while connected to the portable generator.
Enclosure will be provided in a N3R, 316 stainless steel, painted white enclosure as specified.

Spec Section 01 74 00 states “The OWNER will obtain the necessary FDEP Permit and the City Building Department Permit. The CONTRACTOR will be responsible for obtaining all necessary sub-permits from the City Building Department.” Please clarify that the cost of the “sub-permits” have been (or will be) included in the permit fees paid by the Owner for the City Building Dept Permit. The “Sub-Permit” fees are normally calculated at the time of the Building Permit Review. Since this project has extensive electrical work and such a large percentage of the total project cost will be electrical, the cost of the Electrical Permit will be extensive. In addition, the calculation of permit fees by the AHJ can be all over the place, even if they have posted fees rates on-line, the interpretation of any such fee schedule is, at best, subjective. Finally, we also checked Appendix E – “Permits Obtained” to see if the fees were listed as being paid and this Section was found to be empty, there is nothing in it. RFES reached out to Pahokee Building Department, and they have confirmed that if the Owner makes payment to the overall project this includes all sub permit fees. Please clarify that all build department permit fees including all sub-permits are by the Owner or otherwise waived.
01 74 00
An allowance to cover the Primary Building Permit fee with the City of Pahokee will be included in Addensum No. 1. All secondary permits associated with the primary permit are the responsibility of the Contractor. A permit from FDEP has been obtained by PBCWUD and a copy will be included in Addendum No. 1
J Jaramillo 3/6/2023
RFES is a Broward County SBE and a WBE we are planning on bidding this Project as a prime contractor, however we are requesting a (1) week time extension due to schedule conflicts (as will not be able provide a price if the bid date does not push). Additionally, in an effort to best meet the Federal Goals of 6.9% WBE participation and 22.4% MBE participation, due to the remote location, sourcing of qualified subcontracts is a challenge.
Advertisement for Bid, Invitation to
Bid, Instruction to Bidders
PBCWUD will extend the bid reciept/close snd bid opening date by eight (8) calendar days with the revised bid reciept/closing and opening date of March 23, 2023. Time and location of bid reciept and opening remain unchanged.

S. Hockman 3/9/2023
It is my understanding that the hatched lines on drawing E-05 reference removal. Please reference demolition note #1 on E-07 it directs us to remove completely the conduit and wire between Blower house #1 and Blower house #2, yet on E-05 this same conduit is not shown to be removed. What drawings will take precedence?
E-05, E-06, E-07 The conduit can remain as a spare conduit. However, the wiring must be removed completely.
S. Hockman 3/16/2023
Riser Diagrams (e.g., E-05) do not provide detailed information.
Contractor should pay attention to detail drawings E-07 for the extend and limits of the demolition required by the project. For Re-bid clarification to the question , E-07 takes precedent.
Reference drawing E-07 Blower House #1 renovation note #5, “ install new panel B1 120/208 3p 4w 100amps, MCB. Provide new feed conduit and wire to new panel LP-3 at operations building refer to one line sheet E-6. Per drawing E-06 panel LP 3 (now labeled panel A) is fed from LP-2 in Blower House #2. Please confirm what is correct?
E-06, E-07 Installation of wire and conduit shall be as per Drawing as per Drawing E-06, Single Line Diagram.
S. Hockman 3/16/2023
To make things a little more confusing with the question above there is a new MPC labeled LP-3 fed from and located in Blower house #3.
Electrical The new panel in Blower House 3 will be labeled as "LP3". S. Hockman 3/16/2023 Drawings E-06 is correct. E-06 shows Panel A (former LP3) in Blower House 2 and Panel LP-3 in Blower House # 3.
Reference drawing E-08 demolition note 11 conduit and wire feeding existing equipment from MCC- 3 to be removed at nearest J-boxes at existing equipment. Per drawing E-05 no conduit from MCC-3 is to be removed. Please clarify?
E-08
Existing conduits shall be removed from MCC-3 as it will be demo. If the owner wishes the conduits to remain as spare, they shall be capped at the wall. All existing wiring shall be removed completely after the new wiring is installed.
S. Hockman 3/16/2023
Electrical contractors know that riser diagrams (e.g., E-05) do not provide detailed information. Contractor should pay attention to detail drawings E-08 for the extend and limits of the demolition required by the project.
46 Please confirm that some of the overhead electrical rack system is existing. Electrical
There is existing electrical rack system that is existing. Contractor shall be responible to verify the circuits in the conduits as to where they start and finish. If any existing conduits are reused, contractor shall clean conduits by running a mandrel thru the conduits prior to installing wires.
S. Hockman 3/16/2023
Drawing E-14 indicates existing RIO-2 is to be modified with a HMI/OIT. Please confirm no further modifications are required to existing RIO-2.
E-14
Some modifications are required as any devises fed from other building may be fed from this location. Also, there will be new connections from the new starters that will require reconnection for a complete working system in place.
S. Hockman 3/16/2023
Section 40 62 00, Part 2.01 references specifications for a workstation, spare workstation and software licenses but none are indicated in the electrical or instrumentation drawings. Please confirm this is not in this project scope.
40 62 00 Specification 40 62 00 will be deleted. It is not required for this project.
J Jaramillo 3/16/2023 Coordinated with Hector Serrano and Steve Hockman on 3/16/2023
Section 40 61 13.01, Part 2.03, subsection D references specifications for a UPS, however, the electrical drawings seems to indicate the UPS is external to PC-1, RIO-1, RIO-2, and RIO-3. Electrical specifications section 26 33 53 seems to suggest this will be supplied by someone other than the system integrator. Please advise.
40 61 13.01 and 26 33 53
Contractor shall provide circuits from UPS panel located in new electrical building as per plans. No UPS's will be installed in the PLC's or RIO's. All power to the units from the main UPS system.
