About this opportunity

Tolleson Union High School District No. 214 (TUHSD), serving approximately 14,000 students across seven campuses in Tolleson, Avondale, Glendale, and Phoenix, Arizona, is issuing a Request for Proposal (RFP) for a comprehensive Writing and Plagiarism Online Program to support teachers and students with adaptive learning environments and academic integrity management. The District seeks writing assistance and anti-plagiarism software solutions that include writing lessons for explanatory, informational, argument, and narrative writing; detailed feedback tools; originality reporting; and integration capabilities with learning management systems and student information systems, all aligned to state standards. Vendors must provide proof of general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, comply with federal and state regulations including FERPA, COPPA, ESSA, and ADA/Section 508 accessibility requirements, and provide five demonstration logins at no charge. The initial contract term runs from July 1, 2026, through June 30, 2027, with options to renew for four additional one-year terms through June 30, 2031, and successful vendors must maintain a local field representative throughout the contract period. Proposals must be submitted electronically through the Bonfire Procurement Portal by Thursday, April 23, 2026, at 2:00 p.m. MST, with technical compliance evaluation beginning April 23, 2026, interviews tentatively scheduled for May 6-13, 2026, and award anticipated on June 9, 2026. Evaluation criteria are weighted as follows: Cost (40 points), Qualifications and Experience (30 points), Responsiveness and Forms (20 points), and References (10 points), with vendors requiring a minimum technical score of 70 points to be considered for award.

The District has not designated specific set-aside provisions for disadvantaged enterprises, though vendors must complete Minority/Women Business Enterprise (MWBE) and Historically Underutilized Business (HUB) certification attestations as part of the proposal process. All responding vendors must comply with federal certifications including debarment status, anti-lobbying requirements, non-collusion affidavits, and immigration verification through E-Verify, along with Arizona-specific requirements regarding anti-competitive practices, non-discrimination, Israel boycott prohibitions, and forced labor prohibitions related to Uyghurs. No incumbent vendors or current contractors are identified in the solicitation documents, and the District does not specify a predetermined budget range or award value; however, the District reserves the right to make multiple awards to meet its needs and may request product demonstrations and best-and-final offers from top-ranked vendors. Pricing must remain firm throughout the contract period, with no fuel surcharges accepted and documentation of any price increase requests required prior to renewal periods. The District will not guarantee minimum purchase volumes but may increase or decrease estimated quantities at its discretion, and all materials and data created under the contract become the property of the District.
