About this opportunity
Tuolumne County, California, is soliciting proposals for a Workers' Compensation Third Party Administrator (TPA) to manage its self-insured workers' compensation claims program. The county seeks a comprehensive claims administration service for a two-year contract period from July 1, 2024, through June 30, 2026, with an option for two additional two-year extensions. The selected TPA will be responsible for claims management, medical cost containment, bill review, utilization review, and nurse case management for a current portfolio of 96 indemnity claims and 14 medical-only claims. Key objectives include providing an innovative, user-friendly claims management process with exceptional customer service, maintaining proper licensing, and demonstrating a strong regional presence. Proposals are due by December 1, 2023, at 5:00 pm, with potential interviews scheduled for January 16, 2024, and anticipated contract approval on February 6, 2024. The evaluation will consider factors such as experience in workers' compensation, medical provider relationships, claims reduction approaches, staffing levels, and alignment with county goals, with proposals scored across five categories: completeness, qualifications, service delivery, cost, and interview quality.
There are no specific set-aside designations or restrictions on respondents mentioned in the documentation. The county requires the TPA to have at least five years of experience in California and comply with PRISM's Claims Administration Standards. The current workers' compensation budgeted payroll is $53,123,359, with an annual average of 76 claims. While no incumbent vendor is explicitly identified, the county expects the selected TPA to integrate with existing claims data and reporting systems. The TPA must follow detailed performance standards, including maintaining a maximum caseload of 125 open indemnity claims per examiner, providing online claims data access, ensuring 24-hour emergency availability, and conducting annual training. The contract requires the TPA to provide claims administration services at a fixed price, with comprehensive documentation and reporting requirements, emphasizing transparency and adherence to California Labor Code regulations.
Opportunity text

The County is seeking a strong, long-term partnership with a TPA to manage its Self-Insured Workers' Compensation claims. It is the intent of the County to contract with a qualified firm to provide claims administration and medical cost containment services for the period beginning July 1, 2024, through June 30, 2026 with an option for two (2) two (2) year extensions. The County is seeking proposals for bundled and unbundled services, whichever is determined to be in the best interest of the County.
The County requires a TPA partner who demonstrates an innovative and effective claims management process that is streamlined, user-friendly, and that allows for exceptional customer service to the County and its staff served through the Workers' Compensation program. Customer service includes the provision of consistently correct claims management and appropriate internal oversight for checks and balances, consistent direct dissemination of communication via reporting, updated technological capabilities, timely dissemination of information to the County's Human Resources-Risk Management office (HR-RM) and employees served through the Workers' Compensation program. The contents of this RFP and subsequent modifications thereto take precedence over any and all information related to the administration of the program obtained from any source, either by written or verbal communications
This RFP shall not be construed:
- to create an obligation on the part of the County to enter into a contract with any firm, or
- to serve as the basis of a claim for reimbursement for expenditures related to the development of a proposal.
