About this opportunity

The Florida Department of Financial Services, Division of Workers' Compensation, is conducting a single-source procurement through Leon County to acquire statistical information and database retrieval services from the Workers Compensation Research Institute Incorporated (WCRI). The Division seeks comprehensive performance measurement data for the Florida Workers' Compensation System, including the CompScope Benchmarks and CompScope Medical Benchmarks reports that will enable comparative analysis against 15 to 20 other states. The procurement objectives include measuring system performance across multiple established benchmarks, providing the Florida Legislature with essential system evaluation tools, and generating interstate comparison data to support forecasting and policy decision-making regarding potential legislative changes necessary to maintain system stability. Prospective vendors must demonstrate the capability to compile and publish independent workers' compensation data for multiple large states and possess proprietary databases with analytical capabilities to produce the required reports. The submission deadline for vendor information is April 28, 2026, at 4:00 PM Eastern Time, with the contract term scheduled to commence on July 1, 2026, and conclude on June 30, 2027. The requestor is Lisel Laslie, Bureau Chief of the Bureau of Employee Assistance within the Division of Workers' Compensation.

This procurement is designated as a single-source acquisition, which means the Department has determined that the required services are available only from a single source vendor. The single-source justification is based on WCRI's exclusive status as the only known entity that independently compiles and publishes workers' compensation data for multiple large states while maintaining the specialized proprietary database and analytical capabilities necessary to produce the required CompScope reports and benchmarks. No set-aside designations or restrictions on vendor types are indicated in the procurement documentation. The estimated contract value is $205,000.00 for the one-year contract period. Following the April 28, 2026, deadline for vendor submissions, the Department will review any information provided by prospective vendors and will post notice of its intended single-source award decision on the Vendor Information Portal pursuant to Section 120.57(3), Florida Statutes, allowing for any applicable protest periods before contract execution.

THIS IS NOT A BID

The Department of Financial Services, Division of Workers' Compensation (Division), is proposing to purchase statistical information generated by the WCRI to measure the performance of the Florida Workers' Compensation System based upon several performance benchmarks studied by WCRI and in comparison, to other states involved in the study. This information will, in turn, be used to carry out the Division's obligation in regard to the State's workers' compensation system and to direct potential legislative changes that may be necessary to ensure the stability of the Florida Workers' Compensation System.

Prospective vendors who believe they can provide these services shall provide relevant information no later than April 28, 2026 at 4:00 PM (ET).

If it is determined in writing by the Department, after reviewing any information from prospective vendors, that the services are available only from a single source, the Department will post on the Vendor Information Portal, notice of its intended decision to enter into an agreement with said vendor pursuant to Section 120.57(3), Florida Statutes.
