About this file

This is a Description of Intended Single Source Purchase form (PUR 7776) filed by the Florida Department of Financial Services for workers' compensation research services. The Division of Workers' Compensation seeks statistical information and database retrieval services from the Workers Compensation Research Institute Incorporated (WCRI) to measure the performance of the Florida Workers' Compensation System in comparison to 15 to 20 other states. The contract term runs from July 1, 2026 through June 30, 2027. Prospective vendors are invited to submit information regarding their ability to supply these services by April 28, 2026 at 4:00 PM ET. The requestor is Lisel Laslie, Bureau Chief of the Bureau of Employee Assistance, Division of Workers' Compensation.

The estimated contract value is $205,000.00. This single source acquisition is justified because WCRI is the only known entity that compiles and publishes independent workers' compensation data for multiple large states and possesses the proprietary database and analytical capability necessary to produce the CompScope Benchmarks and CompScope Medical Benchmarks reports. These reports provide the Florida Legislature and Division with comprehensive system performance evaluation tools and interstate comparison data essential for forecasting necessary policy changes. The single source determination was approved by Division of Workers' Compensation officials, the Interim Deputy Chief Financial Officer for Law Enforcement, and the Office of Purchasing and Contractual Services.

Intended Single Source:

Workers Compensation Research Institute Incorporated (WCRI)

Estimated Dollar Amount:

$205,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The WCRI is the only known entity that compiles and publishes independent data for fifteen (15) to twenty (20) other large states that participate in the study. The stakeholders of Florida’s Workers’ Compensation System benefit from research that assists in monitoring the effects of legislation and administrative changes and from the comparison of legislative and administrative strategies of other states to better forecast necessary policy changes to ensure the stability and self-execution of the Florida Workers’ Compensation System. Additionally, research and analysis is needed to examine the changes in performance of individual state Workers’ Compensation Systems and to make interstate comparisons. The WCRI is an independent not-for-profit research organization that historically provides information about public policy issues involving workers’ compensation. Using a proprietary database that is made up of data unique to the workers’ compensation community, the WCRI produces two (2) CompScope™ reports that provide policymakers useful tools to conduct system evaluations. The CompScope™ Benchmarks and the CompScope™ Medical Benchmarks provide the Florida Legislature and the Division of Workers’ Compensation with a comprehensive picture of the Florida Workers’ Compensation System, the ability to examine the changes in performance of individual state systems, and the ability to make interstate comparisons. This single source determination was made because the WCRI is the only known organization that possesses the data sources and analytical capability to conduct these types of multi-state comparisons, and it presents its reports using a trademarked reporting system.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Lisel Laslie, Division of Workers' Compensation Tanner Holloman, Division of Workers' Compensation Luke Johnson, Interim DCFO, Law Enforcement Chrisy Smith, Office of Purchasing and Contractual Services Amy Jones, Office of Purchasing and Contractual Services
