About this opportunity
The City of Barlow, located in Washington County, Oregon, is seeking proposals for a Workers Compensation Claims Third Party Administrator (TPA) to provide comprehensive claims processing services. The procurement is structured as a one-year contract with potential renewal options for four additional one-year terms, commencing on January 1, 2026. The selected TPA will be responsible for thoroughly investigating workers' compensation claims, including medical and time loss claims processing, recommending and arranging surveillance, providing cost containment services, and assisting with claim defense. Key deliverables include developing and maintaining investigative claim files, generating quarterly reports on individual and aggregate loss experiences, responding to employee inquiries within 24 hours, and maintaining a claims database. The evaluation criteria will assess proposals based on three main categories: Knowledge and Experience (20 points), Project Approach and Understanding (45 points), and Compensation and Method of Payment (35 points). Proposals are due on November 4, 2025, by 2:00 pm, with the city anticipating selecting the most advantageous proposal for the municipality.
The City of Beaverton has an aspirational goal of utilizing 15% COBID (Certification Office for Business Inclusion and Diversity) certified companies in its contracting activities, which suggests a preference for diverse business participation. While no explicit restrictions are placed on respondent types, the RFP implies that qualified firms with demonstrated experience in workers' compensation claims administration will be most competitive. The solicitation does not specify an exact budget range, but proposals will be evaluated on their compensation structure, which is expected to be a monthly flat rate with a total yearly rate. The city will likely consider potential cost escalators over a potential five-year contract period. Insurance and compliance requirements are extensive, including various coverage types and adherence to state regulations. The contract will be awarded based on a comprehensive review process, with the selected vendor being notified via email about their status as the top choice.
