About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for woodshop supplies under IFB HHS0017832, with bids due August 14, 2026 at 10:30 A.M. A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not mandatory.

The scope encompasses ten line items on a unit basis for warehouse and display supplies, including natural cylinder bottles, shopping baskets, window tint film, labeling equipment, gondola units, gridwall panels, and wire basket stands. Bidders proposing items other than specified brands or part numbers must provide supporting literature for evaluation. All pricing must be firm and fixed, all-inclusive of labor, equipment, materials, and related expenses, quoted F.O.B. Destination with freight prepaid and included. Standard delivery is 14 days after receipt of order unless otherwise stated. Price adjustments may occur only at HHSC's sole discretion, limited to changes correlated with the Consumer Price Index (Region VI) or Federal Minimum Wage Rate increases; contractors may offer price decreases at any time.

The contract value does not exceed $50,000 over the initial term of September 1, 2026 through August 31, 2027, with one optional one-year extension available at HHSC's sole discretion. Quantities shown are estimates only and do not constitute a purchase guarantee; quantities may be adjusted during the contract term based on agency need. Additional products in the same general category may be added following contract execution with prior agency approval.

Bids must include a completed and signed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet); failure to submit these items results in automatic disqualification. HHSC reserves the right to make a single award or multiple awards and will select based on best value to the state considering bidder qualifications, ability to meet delivery requirements, and price—not lowest price alone. Questions are due August 6, 2026 at 10:30 A.M. Responses to questions will be posted as an addendum by 3:00 P.M. that day. Bids may be submitted in-person at 1100 W. 49th Street, Austin, Texas, or electronically through the optional HHS Online Bid Room.
