About this opportunity
The Delaware Department of Transportation (DelDOT) is requesting bids for demolition and reconstruction of the Woodland Ferry Maintenance Facility at 5126 Woodland Ferry Road, Seaford, Delaware (Contract T202280202, Woodland Ferry Improvements, FY22), with bids due October 13, 2026 at 2:00 p.m. local time and an estimated Notice to Proceed of December 23, 2026. A 0% DBE participation goal applies because all DelDOT-certified DBEs were decertified as of September 30, 2025 pursuant to the Interim Final Rule from the U.S. Department of Transportation, with recertification ongoing.
The scope comprises complete demolition of the existing wood-framed Ferry House structure, foundations, and utility services; removal of site improvements including asphalt paving, concrete elements, and handrails; and construction of a new Ferry House with concrete footings, CMU foundations, concrete slab-on-grade, wood-framed walls and floors, and wood truss roof framing with exterior finishes and new utility services. The contractor must coordinate all work with the ferry operator, who will continue occupying adjacent portions of the site and operating the crossing throughout construction. The contractor is responsible for all permitting, licenses, and fees. Construction specifications are organized under the Construction Specification Institute system and cover general requirements, demolition, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, mechanical, electrical, communications, safety and security, and earthwork, with VOC content restrictions on interior products.
All work must be completed within 439 calendar days. Bidders must register with DelDOT through SimpliGov and submit a surety bond or security deposit equal to at least 10% of the bid amount. The project is federally funded under Federal Aid Project No. ESTP-2021(30) (CFDA 20.205) and must comply with Buy America requirements under the Build America, Buy America Act for iron, steel, and manufactured products. Prevailing wage requirements apply to all workers. Contractors and subcontractors must register with the Delaware Department of Labor and maintain mandatory drug testing programs. Bids may be submitted via bidx.com/de/ or as paper delivery to the DelDOT Administration Building in Dover. Bid opening is at the DelDOT Administration Building with optional telephonic access. Breakout sheets are required; failure to submit them renders the bid non-responsive.
