About this file
This is a technical specifications document for a state and local construction contract issued by the Delaware Department of Transportation (DelDOT) for the Woodland Ferry House project located at 5126 Woodland Ferry Road, Seaford, Delaware. The project involves the complete demolition of the existing Ferry House structure and associated site improvements, followed by construction of a new Ferry House with full interior fitout and associated site improvements. The scope of work includes demolition of the existing wood-framed structure, foundations, and utility services; removal of site improvements such as asphalt paving, concrete elements, and handrails; widening of an existing door opening; construction of a new structure with concrete footings, CMU foundations, concrete slab-on-grade, wood-framed walls and floors, and wood truss roof framing with exterior finishes; and installation of new utility services. The contractor is responsible for all permitting, licenses, and fees. The owner reserves the right to continue occupying adjacent portions of the site and to operate the ferry crossing throughout the project duration, requiring the contractor to coordinate schedules and minimize conflicts with owner operations. Hours of construction must be coordinated with the owner, and the contractor must provide temporary sanitary facilities.
The contract is structured as a single prime contract based on stipulated price as outlined in the Agreement Form (Document 00 52 00). The specifications are organized in accordance with the Construction Specification Institute numbering system and include twenty-six divisions covering general requirements, demolition, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, plumbing, HVAC, electrical, communications, safety and security, and earthwork. The specifications establish requirements for product quality, testing and inspection, temporary facilities and controls, waste management, VOC content restrictions for interior products, and comprehensive administrative procedures including preconstruction meetings, progress meetings, submittals schedules, requests for information, and closeout documentation. The contractor must maintain current construction schedules using critical path method analysis, submit periodic progress photographs, comply with all applicable federal, state, and local codes and regulations, and provide warranties on all work performed.
