About this opportunity
The System and Resource Library Administrators' Association of Wisconsin (SRLAAW) is seeking a qualified consultant to conduct a comprehensive compensation survey and analysis for public library staff across Wisconsin's 382 libraries. The procurement is funded through a Library Services and Technology (LSTA) grant, with the Southwest Wisconsin Library System (SWLS) serving as the contractor and fiscal agent. The primary objectives include developing and administering a standardized staff compensation survey, creating standardized job titles and position descriptions, establishing benchmarking standards, and collecting critical data points such as hourly rates, FTE status, benefits eligibility, and paid leave benefits. Key deliverables include a final data analysis report with an executive summary, trend and comparison findings, methodologies for normalizing salary levels, and recommendations for ongoing data maintenance. Proposals will be evaluated on three criteria: Proposer Profile (20 points), Project Plan (20 points), and Compensation (10 points), with a focus on the firm's understanding of library compensation surveys and the proposed methodology. The RFP timeline includes questions due by September 30, 2022, proposal submissions due by October 14, 2022 at 3:00 p.m., and selection decisions to be communicated by November 11, 2022, with all grant activities to be completed by June 30, 2023.
The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Proposers are required to provide three references from similar projects completed within the past ten years, and the top two proposals may be invited to make short presentations to the workgroup. While no incumbent vendor is mentioned, the last similar survey was conducted in 2005 through the Wisconsin Library Association. The procurement involves a substantial budget, as of 2021, Wisconsin public libraries expended approximately $175 million for staff salaries and benefits across 3,065 total FTE positions. SRLAAW reserves the right to reject any or all proposals, request additional information, and negotiate with submitters. Proposers must ensure that all proposal conditions and prices remain firm for at least 90 calendar days following the opening of proposals. The raw survey data and analysis products must be delivered in common formats accessible through third-party resources such as Tableau, indicating a preference for flexible and interoperable data presentation.

The System and Resource Library Administrators' Association of Wisconsin (SRLAAW) is seeking proposals from qualified consultants to conduct a comprehensive compensation survey and analysis for library staff employed at public libraries throughout the state of Wisconsin. The survey will be funded through a Library Services and Technology (LSTA) grant for which the Southwest Wisconsin Library System (SWLS) will act as contractor and fiscal agent.
A similar survey and analysis of library staff was last performed in 2005 through the Wisconsin Library Association (WLA). In recent years, Wisconsin public libraries have identified a significant need for a comprehensive process to maintain data on library staff salaries and position classifications. This information would be used to aid library boards in determining appropriate standards and compensation to attract and retain the best possible employees for these positions.
The state of Wisconsin is served by 382 public libraries, each provided with oversight by independent and autonomous library boards and directors as determined by Wisconsin law (Chapter 43, Wisconsin Statutes). In 2021, roughly $175 million dollars was expended for staff salaries and benefits within Wisconsin public libraries, accounting for 3065 total FTE library staff.
