About this opportunity
The South Dakota Department of Game, Fish & Parks, acting through Custer State Park, is requesting proposals for windstorm debris pile removal from four locations within the park, with proposals due August 21, 2026 at 3:30 p.m. MST and an anticipated award decision on August 24. Multiple contractors may be awarded contracts on a unit-by-unit basis.
The scope involves removing woody debris from a December 2025 windstorm across four piling areas: Lower French Creek, Badger Clark, American Center, and Iron Mountain Road. Debris piles range up to 295 feet long by 30 feet wide with heights to 15 feet, containing limbs, needles, and ponderosa pine boles with diameters up to 20 inches. Pricing is submitted on a per-pile-area basis and covers all removal and hauling costs — equipment mobilization, loading, transportation, and disposal fees. Contractors must identify and secure disposal locations outside the park and repair any resource damage identified by the contract administrator before payment.
The contract term is approximately eight months, with removal scheduled between September 1, 2026 and April 30, 2027. Units 1, 2, and 3 may begin immediately upon contract signing; Unit 4 cannot commence until November 1 to minimize traffic during peak public use. Contractors must provide an operations plan detailing equipment, estimated start date, project completion timeline, and primary project contact. References for at least three previous similar projects with client contact information and contract dates are required.
Insurance requirements include commercial general liability of $1 million per occurrence, professional liability of $1 million, business automobile liability of $1 million per accident, and workers' compensation as required by South Dakota law. Proposals must include one original, one identical copy, and one electronic copy in Microsoft Word or PDF format. Site tours are available upon request; inquiries regarding RFP clarifications must be submitted to Sterling Smith at sterling.smith@state.sd.us or 1-605-910-4402 before the deadline.
