About this file
This is a Request for Proposal (RFP) document issued by Custer State Park on behalf of the State of South Dakota Department of Game, Fish & Parks for windstorm debris pile removal services. The project involves removing large piles of woody debris resulting from a December 2025 windstorm across four designated locations within Custer State Park: Lower French Creek, Badger Clark, American Center, and Iron Mountain Road. Debris piles range up to 295 feet long by 30 feet wide with heights of 15 feet, containing a mix of limbs, needles, and ponderosa pine boles with diameters up to 20 inches. Proposals are due by August 21, 2026, at 3:30 p.m. MST, with an anticipated award decision on August 24, 2026. Site tours are available upon request by contacting Sterling Smith at sterling.smith@state.sd.us or 1-605-910-4402. The contract term is approximately eight months, with debris removal scheduled between September 1, 2026, and April 30, 2027. Units 1, 2, and 3 may begin removal immediately upon contract signing, while Unit 4 cannot commence until November 1, 2026, to minimize traffic during peak public use periods. Multiple contractors may be awarded contracts under this RFP on a unit-by-unit basis.
Pricing is submitted on a per-pile-area basis with costs including all aspects of debris removal and hauling, such as equipment mobilization, loading, transportation, and disposal fees. Contractors are responsible for identifying and securing disposal locations outside Custer State Park and must repair any resource damage identified by the contract administrator before payment is issued. Contractors must provide an operations plan detailing equipment, estimated start date, project completion timeline, and primary project contact. Standard contract requirements include commercial general liability insurance of $1,000,000 per occurrence, professional liability insurance of $1,000,000, business automobile liability insurance of $1,000,000 per accident, and workers' compensation insurance as required by South Dakota law. The contract may be terminated by either party with 30 days' written notice or immediately by the State for breach. Contractors must submit one original and one identical copy of the proposal, plus one electronic copy in Microsoft Word or PDF format. Contractors are required to provide references for at least three previous similar projects, including client contact information and contract dates.
